Overview

Responsibilities

As a Cost Analyst, Associate Principal, at AMERICAN SYSTEMS, you will have the opportunity to:
  • Conduct comprehensive cost analysis and tracking for Agency acquisition programs, including IT, non-IT, mixed, and service acquisitions.
  • Develop, review, and provide recommendations for updates to Lifecycle Cost Estimates (LCCE), cost baselines, and financial performance indicators for multiple projects.
  • Support the planning, coordination, and execution of post implementation reviews at 6-12 months post-deployment, ensuring independent and objective assessments.
  • Evaluate program performance against established cost, schedule, and performance metrics.
  • Analyze program expenditures, cost variances, and cost trends using data sources such as Acquisition Program Baseline (APB), earned value management (EVM) reports, and expenditure records.
  • Perform financial performance assessments including cost savings, avoidance, return on investment (ROI), and operational cost benchmarking.
  • Evaluate and document corrective actions related to cost overruns and variances, provide recommendations to return the program to budgetary compliance.
  • Prepare formal reports, Plan of Action & Milestones (POAMs), and presentations for internal and external governance boards.
  • Collaborate with Program Managers, lead business authorities, lead technical authorities, and other stakeholders to gather data and validate cost and performance results.
  • Review and analyze alternative solutions and innovations for cost efficiency and improved program performance.
  • Support risk analysis efforts by identifying, categorizing, and providing cost impact assessments on program-related risks.
  • Collect, analyze, and report customer satisfaction and stakeholder input as related to cost and program value delivery.
  • Ensure compliance with Agency and OMB business case and reporting requirements, including data submission and business case documentation.
  • Stay informed of relevant legislation, guidance, and industry best practices regarding acquisition program cost analysis and reporting.


Qualifications

  • 12+ years of experience in a cost analysis related field.
  • Bachelor's degree, master's degree preferred.
  • DHS suitability clearance
  • Familiarity with IEEE standard 1012 and Acquisition / Engineering lifecycles.
  • Excellent writing, communications and briefing skills.

Note: The targeted hourly rate for this role is $80-$90. As a part-time, on-call position, scheduled hours will not exceed 20 per week and will include at least one hour of work within any rolling 12-week period to maintain active status.

Pay Transparency Statement

AMERICAN SYSTEMS is committed to pay transparency for our applicants and employee-owners. The salary range for this position is USD $107,800.00/Yr. - USD $180,100.00/Yr. Actual compensation will be determined based on several factors permitted by law.
