Description

The Maryland-National Capital Park and Planning Commission (M-NCPPC) is seeking a skilled and enthusiastic Corporate Employee & Labor Relations Specialist to join the Department of Human Resources and Management’s Employee and Labor Relations Team. M-NCPPC’s Corporate Employee & Labor Relations (“ELR”) Team is responsible for managing the agency’s grievance and dispute resolution processes; investigating complaints; reviewing conduct, discipline, performance and other complex employment matters; providing guidance and consultation on employment policy, collective bargaining contracts, and best HR practices; and administration of the agency’s programs in Performance Management, Labor-Management Relations, and ADA Compliance.

M-NCPPC is a bi-county government agency serving the residents of Montgomery County and Prince George's County in Maryland with parks, recreation, and planning activities. M-NCPPC is a nationally recognized organization with a staff complement of approximately 5,000 full-time, part-time and seasonal employees.

The Corporate Employee & Labor Relations Specialist II is responsible for supporting employee and labor relations activities for multiple departments. The Corporate Employee & Labor Relations Specialist will demonstrate knowledge of and experience in implementing HR practices and policies as well as a basic understanding of employment principles and laws (especially those driven by Title VII and the ADA). The ideal candidates will consistently deliver results in a timely and professional manner, are skilled at collaboration and communication, and have great analytical skills. The ideal candidate must possess excellent technical writing skills, and investigation experience is highly desired. Many of the frontline employees work under a collective bargaining agreement, so Labor Relations experience is highly valued in this position. The ideal candidate must also possess the skill to convert high volumes of verbal communications into clear and detailed written records such investigation interview transcripts and meeting minutes.

Examples of Important Duties

  • Under general direction, examines, gathers and analyzes information to ensure that employee and management actions comply with established policies, (Union) Collective Bargaining Agreements, HR laws and that employment practices reflect equal opportunity.
  • Assists and supports the investigation of complaints and grievances on a variety of employee and labor relations matters. Prepares detailed and comprehensive written records for investigation and grievance cases to include employee interview transcripts, case summary backgrounds, and meeting transcriptions.
  • Under general direction, assists the agency’s ADA Coordinator with Title I and Title II of the ADA (Americans with Disabilities Act) work program needs.
  • Drafts and edits various HR documentation, such as investigation reports, grievance decisions, disciplinary notices, and employee relations reports.
  • Analyzes and researches data and HR trends to ensure ELR programs meet best practices, remain current, and reflect organizational needs and standards.
  • Performs HR data analytics. Tracks and coordinates metrics on employee/labor relations activities. Prepares analytic and metrics reports.
  • Provides administration of the employee and labor relations case management tool.
  • Assists in the administration of agency-wide employee relations programs (e.g., work/life programs, fostering employee and management relationships, conflict resolution, reviewing conduct and performance matters).
  • Supports the ELR’s team labor/union relations work program. Captures and prepares detail meeting minutes of Labor and Management Relations meetings.
  • Assists and supports the ELR team’s training initiatives on an array of HR topics and organizational policies. Provides administration of the team’s training results in the learning management system tool.
  • Ability to independently compile and analyze data, and present logical conclusions.
  • Apply HR principles and concepts in a variety of situations. Ability to multi-task, managing multiple projects at the same time.
  • Communicate effectively orally and in writing. Outstanding writing and editorial skills are a must. Actively listens to understand and develop key information.
  • Handles sensitive and confidential information with professional discretion and high integrity.
  • Establish and maintain cooperative working relationships with all business partners. Provide excellent customer service to stakeholders.
  • Skill in operation of personal computer and software to include Microsoft Office Suite (i.e., Word, PowerPoint, Excel) and other web-based applications.
  • Certifications in area of expertise, i.e., Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR), is desired.

Minimum Qualifications

1. Bachelor's degree in human resources management or related field, and four years of experience performing HR work in assigned program(s); or

2. An equivalent combination of education and experience.

3. Certifications in area of expertise are desired (i.e., Certified Compensation Professional (CCP), Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR), Certified Employee Benefits Specialist (CEBS)).
