West Virginia Department of Education (WVDE) seeks an experienced administrator to coordinate financial accounting and reporting for Special Education under the Office of Federal Programs and Support. SALARY: $88,193 - $95,193 plus competitive benefits package ( WVDE Summary of Benefits ) equal toapproximately 35% of direct compensation
This position is responsible for the coordination of financial accounting and reporting functions for Special Education, as well as other units, as needed, in the Office of Federal Programs and Support. Major functions include: preparing, managing, and providing oversight of the state's federal and state special education budgets; ensuring state education agency (SEA) and local education agency (LEA) fiscal compliance regarding the Individuals with Disabilities Education Act (IDEA) and other federal and state regulations and policies relating to special education and other federal programs; providing technical assistance to SEA staff, LEAs, and other internal and external stakeholders regarding special education funding, regulations, and policies.
Coordinates the preparation, management, and oversight of federal and state special education budgets.
Coordinates preparation and submission of the state's annual IDEA Part B application for federal funding.
Coordinates SEA and LEA special education fiscal monitoring components under IDEA and other federal regulations, including but not limited to: Maintenance of Financial Support (MFS), Maintenance of Effort (MOE), Excess Cost requirements, allowable use of funds, time and effort documentation, annual federal reporting for Comprehensive Coordinated Early Intervening Services (CCEIS), voluntary CEIS, MOE and adherence to state and federal fiscal policies and procedures.
Collaborates with other members of the WVDE Office of Special Education and the Office of Accountability to conduct desk reviews and on-site reviews throughout the state when determined necessary.
Coordinates annual training updates, provides guidance to LEAs, and reviews LEA annual funding applications for IDEA and State Aid for Special Education in state's Grants and Planning System (GPS).
Calculates annual IDEA and State Aid allocations for each LEA, prepares federal and state special education grant awards for approval and distribution to LEA and non-LEA grantees.
Administers grants related to special education reimbursement programs (Out of State, Out of LEA, and High Cost/High Acuity), competitive grants, Deafblind grant, and grants for other SEA projects to ensure compliance and continuous improvement in the area of special education.
Provides technical assistance regarding special education funding to LEA special education directors, Chief School Business Officials (CSBOs), and/or other LEA-level staff as required or requested.
Reviews all LEA proposed budgets annually and all budget revisions submitted by LEAs regarding federal and state special education funding and subsequently collaborates with Internal Operations office to process LEA and non-LEA federal reimbursement requests and state advance payment requests.
Collaborates with other WVDE personnel to provide fiscal information requested from the Office of Special Education related to Single Audits as a major federal program, legislative requests, and other projects.
Prepares, maintains, and reviews fiscal policies and procedures, works with federal technical assistance centers, and advises Director and other office staff on fiscal matters relating to special education.
Performs other assignments as deemed appropriate and necessary by the State Board of Education, Associate/Assistant Superintendent, the State Superintendent of Schools, and other supervisory staff.
A minimum of a bachelor's degree in accounting, Business Administration, Finance, or other field with an emphasis or experience in grants management; master's degree in business administration or graduate degree in accounting or a related field preferred.
A minimum of three (3) years' experience in accounting, finance, and/or grants management. Governmental experience preferred.
Certified Public Accountant preferred.
Knowledge of and/or experience using wvOASIS (the state's accounting system; specifically Business Intelligence Reporting), GPS, and WVEIS (the state's education information system) preferred.
Knowledge and proficiency using Microsoft Office products, specifically Excel, preferred.
This position is classified as sedentary work, involving prolonged sitting (6-8 hours daily) at a desk or computer workstation. Occasional demands include standing or walking short distances within the office and lifting/carrying up to 10 pounds. This role requires close visual acuity for reading documents and computer screens, clear speaking/hearing for communication, and repetitive wrist/hand motions. The staff member understands this is a full-time, on-site position based in Charleston, WV. Remote work options are not available for this position.
The staff member understands that work assignments may change or be added, as priorities emerge with the West Virginia Department of Education (WVDE).
Department of Education staff are employed upon recommendation of the State Superintendent of Schools and are state employees. No representative or employee of the state is authorized to enter into any employment contract or other agreement. Department staff work under the direction of the State Superintendent of Schools for the general supervision of the free schools in the state and implementing the policies of the board and other necessary tasks as determined by the State Superintendent of Schools or his/her designee. Each employee is "at-will" and subject to termination by the State Superintendent of Schools at any time, with or without notice, cause or compensation.
The employment relationship between the State Superintendent of Schools and the employee may be terminated by either party. Reasons for termination by the State Superintendent of Schools include, but are not limited to, immorality, incompetency, cruelty, insubordination, intemperance, willful neglect of duty, unsatisfactory performance, the conviction of a felony or a guilty plea or a plea of no contest to a felony charge, misuse of funds or property, violations of law or policies of the state board, lack of need, or a lack or loss of funding.
