POSITION TITLE: Coordinator of Academic Programs and Instructional Support
RESPONSIBLE TO: Wyoming County Board of Education and its Designated Officers
MINIMUM QUALIFICATIONS
  1. Valid West Virginia Professional Teaching Certificate.
  2. Certification in Elementary Education, Educational Leadership and/or Reading Specialist. Reading Specialist certification/endorsement is strongly preferred due to the position’s responsibilities related to literacy instruction, the Science of Reading, intervention, and implementation of the Third Grade Success Act.
  3. Valid West Virginia Professional Teaching Certificate.
  4. Minimum of five years of successful teaching experience.
  5. Demonstrates knowledge of the Science of Reading and evidence-based literacy practices.
  6. LETRS and/or Heggerty credentialing preferred, or demonstrated knowledge and experience implementing structured, evidence-based literacy practices.
  7. Demonstrates knowledge of effective numeracy instruction and evidence-based mathematics practices.
  8. Demonstrates knowledge of the West Virginia Third Grade Success Act and associated instructional, intervention, assessment, and student-support requirements.
  9. Demonstrates knowledge and experience with Multi-Tiered Systems of Support (MTSS), including Tier I instruction, intervention, progress monitoring, and data-based decision-making.
  10. Exhibits research and evaluation skills necessary to conduct needs assessments, analyze student achievement data, monitor student progress, and evaluate program effectiveness.

DUTIES AND RESPONSIBILITIES

The Coordinator of Academic Programs and Instructional Support will work under the direction and support of the Assistant Superintendent of Curriculum and Instruction and the Superintendent. In collaboration with district and school leadership, the Coordinator will share responsibility for coordinating, implementing, monitoring, and evaluating academic programs and instructional supports designed to meet the needs of students, schools, and the Wyoming County School System.

The Coordinator will work collaboratively with district and school leaders, teachers, interventionists, and other instructional personnel to strengthen Tier I instruction, implement evidence-based interventions, support continuous school improvement, and improve student outcomes.

Additionally, the Coordinator will:
  • Provide direct supervision and instructional leadership for grades 1-4, supporting the implementation, monitoring, and continuous improvement of curriculum, instruction, intervention, and student achievement within these grade levels.

  • Work collaboratively with Central Office staff, school administrators, teachers, interventionists, and other instructional personnel to support high-quality teaching and learning.

  • Assist schools in the progressive and ongoing processes of school improvement, needs assessment, program evaluation, and accountability.

  • Support the implementation of the West Virginia Third Grade Success Act, including monitoring instructional supports, interventions, student progress, data collection, and coordination of summer planning.

  • Support the implementation of MTSS for academics, with an emphasis on effective Tier I instruction, evidence-based interventions, progress monitoring, and data-informed instructional decision-making.

  • Coordinate and facilitate professional learning for teachers, administrators, interventionists, and other instructional personnel in literacy, numeracy, intervention, assessment, and evidence-based instructional practices.

  • Support district and school implementation of the Science of Reading and evidence-based literacy practices.

  • Support the implementation and continuous improvement of effective numeracy instruction and mathematics interventions.

  • Analyze student achievement, benchmark, diagnostic, progress-monitoring, and other relevant data to identify instructional needs, evaluate program effectiveness, and recommend appropriate supports.

  • Research and recommend evidence-based practices, programs, and interventions that address needs identified through Title I comprehensive needs assessments and other district and school data and that are designed to improve outcomes for students, including students at risk of not meeting academic standards.

  • Assist Title I schools in selecting, implementing, monitoring, and evaluating academic programs, instructional strategies, interventions, and school-improvement strategies aligned with identified needs.

  • Conduct monitoring visits, program observations, and classroom observations in Title I schools to evaluate implementation of Title I-supported interventions, instructional strategies, personnel, materials, and technology.

  • Visit schools and classrooms regularly to monitor instructional programs, provide support, identify areas of need, and promote consistency in the implementation of district academic priorities.

  • Collaborate with schools to develop, implement, monitor, and evaluate instruction toward meeting the county’s approved instructional goals and objectives.

  • Apply research and data to improve the content, sequence, delivery, and outcomes of the teaching and learning process.

  • Analyze student achievement data and other measures of student performance to determine program effectiveness and recommend instructional adjustments.

  • Collaborate in the development, implementation, and evaluation of professional development and continuing education programs for individual schools, programs, and the district.

  • Attend and participate in appropriate training sessions, meetings, seminars, workshops, conferences, and professional learning opportunities.

  • Collaborate regarding budgets associated with academic programs, instructional initiatives, interventions, professional development, materials, and school-improvement efforts.

  • Collaborate to facilitate textbook and instructional-resource adoptions and support instructional technology initiatives and related budgetary needs.

  • Oversee the inventory and distribution of classroom instructional materials for PreK-12, including the coordination, tracking, and allocation of materials to support equitable access across schools and programmatic levels.

  • Under the direct supervision of the Assistant Superintendent for Curriculum and Instruction, collaborate with the Curriculum Leadership Team to determine textbook and instructional-material support needs for all programmatic levels based on enrollment data, course offerings, instructional-material adoptions, and identified program needs.

  • Collaborate in the development, implementation, monitoring, and evaluation of the Wyoming County Schools Strategic Plan; collect, organize, and analyze relevant data and supporting evidence; maintain evidence-of-progress notes and documentation of progress toward identified goals and action steps; and ensure required documentation aligns with ESEA program expectations and continuous improvement requirements.

  • Support the effective use of technology within the teaching and learning process and the integration of instructional technology aligned with academic goals.

  • Maintain appropriate documentation and records for federal and state monitoring and audits related to Curriculum and Instruction and applicable federal programs.

  • Collaborate in preparing and submitting required reports regarding Curriculum and Instruction, Title I academic supports, school improvement, and other assigned programs in an organized and timely manner.

  • Maintain professional work habits and model professional, ethical, and collaborative behavior.

  • Communicate concerns regarding instructional programs, policies, procedures, implementation, and student outcomes to the Assistant Superintendent of Curriculum and Instruction and/ or Superintendent.

  • Perform other duties as assigned by the Superintendent/Designee.

PERFORMANCE EXPECTATIONS

The successful candidate will demonstrate the ability to serve as an instructional leader and support partner to schools, using research, student data, classroom evidence, and collaboration to strengthen instruction and improve student outcomes. The Coordinator will maintain a visible presence in schools and classrooms and work directly with administrators and educators to support effective implementation of district instructional priorities.

ADDITIONAL COMPENSATION:

This position is eligible to receive stipends, when applicable and in accordance with district procedures and available funding, for conducting and/ or participating in approved professional development activities outside of the employee’s regular contracted workday.
