Job description

GENERAL STATEMENT OF DUTIES:

To organize, plan, and direct the work of staff engaged in the care, custody, guidance, and training of Developmentally Disabled and/or Mentally Disabled persons residing in a community-based program. To coordinate the work of staff with routine, daily services provided by other disciplines within that program. To plan and direct the development and operation of the program toward greater habilitation of consumers in a normal, restriction-free, community-integrated environment. To perform related work as required.

SUPERVISION RECEIVED:

Works under the general supervision of a superior with considerable latitude for independent judgment in accomplishing assignments. Work is reviewed through conferences and reports.

SUPERVISION EXERCISED:

Supervises staff engaged in training for a residential care services program for Developmentally Disabled and/or Mentally Disabled citizens within a community-based setting.

DUTIES AND RESPONSIBILITIES:
  1. To direct and coordinate staff engaged in the care, custody, guidance, and training of consumers.
  2. To promote proper knowledge and technology for developing and operating educational and recreation programs to enhance social image, emotional stability, and community integration.
  3. To coordinate and oversee residential care services ensuring the health and welfare of consumers.
  4. To manage a Management Information System, including training plans, property tracking, and transportation systems.
  5. To assist in interviewing, assessing candidates, and making recommendations for appointments or promotions.
  6. To ensure staff adherence to policies through training, reviews, and performance assessments, including necessary disciplinary actions.
  7. To evaluate staffing needs and maintain service levels, taking appropriate actions as necessary.
  8. To develop and implement staff training plans for direct care services.
  9. To consult regularly with staff to ensure policy compliance and ethical standards.
  10. To conduct inspections of residential facilities, addressing deficiencies through training or referrals.
  11. To assist interdisciplinary teams in assessing and planning for consumer needs, facilitating community resource integration.
  12. To act as a liaison between consumers, staff, families, agencies, and the public, handling routine and sensitive matters under supervision.
  13. To coordinate transportation services for consumers and staff.
  14. To make responsible decisions in difficult situations and act on behalf of the manager when necessary.
  15. To prepare reports, forms, and documents for program operation, including statistical data for budgeting.
  16. To ensure compliance with all applicable laws and standards.
  17. To perform other related duties as required.
KNOWLEDGE, SKILLS, AND CAPACITIES:

Thorough knowledge of principles, practices, and techniques in operating community-based care programs; familiarity with relevant laws and regulations; ability to train and supervise staff; capable of preparing budgets, evaluating client progress, and making care adjustments; and related skills.

EDUCATION AND EXPERIENCE:

Graduation from a recognized college with a Bachelor's Degree in Psychology, Special Education, Healthcare, or related fields; and experience in supervisory roles within habilitative care for the Mentally or Developmentally Disabled. Equivalent combinations of education and experience are acceptable.

ADDITIONAL REQUIREMENTS:

Medical certificate of fitness if required, to be submitted after conditional employment offer, in accordance with the Americans with Disabilities Act.

Preferred Skills and Abilities:
  • Experience supporting individuals with Intellectual and Developmental Disabilities, including co-occurring diagnoses.
  • Knowledge of CMS Home and Community Based Services Final Rule, The Olmstead Decision, and related initiatives.
  • Willingness to travel statewide to residential sites, meetings, and trainings.
  • Eligibility to work all shifts and regions, including qualification for third shift as a Coordinator.
  • Training as an investigator at earliest opportunity.
  • Extensive experience in developmental disabilities, residential settings, vocational rehabilitation, person-centered planning, and systems change.
  • Strong communication skills, both written and oral.
  • Proficiency with Microsoft Office and Therap software.
  • Excellent organizational skills.
