Job Summary: The Coordinator, English Learner (EL) supports the district's mission to inspire and prepare all students with the confidence, courage, and competence to achieve their dreams, contribute to their community, and engage in a lifetime of learning by planning, developing, evaluating, and improving educational services in the English Learner (EL) Program, inclusive of the Language Access Plan. The position implements continuous program improvement processes; leads the work of Staff Development Assessment Specialists, EL Intake Facilitators, Multilingual Specialists, and district-wide translation and interpretation services; and administers budgets to ensure equitable use of resources and technologies. The Coordinator supports district and department leaders in implementing program improvement plans, coordinates the development and delivery of professional learning, and builds staff capacity to achieve system-wide and departmental goals. The position fosters collaboration across departments, programs, and schools to advance equitable achievement for all students, and coordinates in-person, synchronous, and asynchronous learning services as needed. The Coordinator also participates in district and departmental leadership activities and demonstrates flexibility with work hours to meet organizational needs.

Responsibilities And Tasks Include
  • Aligns program initiatives with district mission and values; participates in district and department initiatives, trainings, task forces, and committees.
  • Develops and communicates a shared vision for EL services.
  • Leads collaborative efforts to design, implement, and refine EL programming in partnership with staff, administrators, guardians/caregivers, and community.
  • Plans and implements continuous improvement processes; establishes equitable and research-based program outcomes using multiple data sources.
  • Initiates and sustains collaboration with leaders and staff to design and deliver professional learning aligned with district and departmental goals.
  • Partners with Educational Equity staff to ensure culturally responsive practices and integrate an equity lens in curriculum, programming, and professional learning.
  • Builds staff capacity by providing coaching, guidance, and professional learning for EL staff and support personnel.
  • Creates and uses structures for equitable hiring practices; makes recommendations for employment and coordinates hiring of direct reports.
  • Supervises direct reports, providing formative feedback and timely evaluations.
  • Improves departmental efficiency through effective recordkeeping, workflow management, and compliance practices.
  • Delegates tasks appropriately, establishes procedures to guide work, and monitors decision‑making strategies to meet deadlines.
  • Develops, implements, and coordinates professional learning opportunities for all staff across the district related to multilingual learning and multilingual communication, in collaboration with SDAS.
  • Selects and implements high-quality instructional resources to support equitable access and student success.
  • Collaborates with leaders to develop budgets; manages resources effectively and equitably; makes budgetary recommendations.
  • Independently develops, submits, and manages the Title III grant, including writing the application, developing the budget, and verifying expenditures.
  • Ensures compliance with federal, state, and local requirements, including Board policies.
  • Maintains accurate program, student, and staff records; communicates EL program information to staff, students, guardians/caregivers, and the community.
  • Coordinates translation and interpretation services; supervises Multilingual Specialists.
  • Oversees Title III-funded services and resources for non-public schools.
  • Coordinates initial and annual EL student assessments; analyzes achievement data to inform decisions.
  • Oversees extended-time programming (after-school and summer).
  • Collaborates with district departments, community agencies, and the Minnesota Department of Education.
