Position Overview

The Illinois Department of Children and Family Services is seeking an organized, professional, and results oriented individual to serve as Permanency Administration Manager. Subject to management approval, this position will formulate, establish, and implement policies, procedures, rules, and regulations regarding the Department’s permanency services and reunification efforts. Additionally, the position will provide high level oversight of Administrators who oversee Subsidy Support and Post Adoption Services and will plan, develop, and implement techniques and protocols to effectively monitor and regulate programs. This position provides a great opportunity for someone who is passionate about children and interested in providing leadership of the Department’s efforts to find permanent homes for children and youth in care. Essential Functions
  • Serves as Cook County and Northern Region Subsidy Support Operations Administrator.
  • Serves as full line supervisor.
  • Manages, develops, and implements special projects, studies, and initiatives related to adoption services and community-based operations.
  • Confers with management and administrative staff on the feasibility of recommended division policies.
  • Serves as Department spokesperson regarding adoption services and proposed legislation impacting adoption programs.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
  • Requires an MSW or a master’s degree in a related human services field.
  • Requires four years of progressively responsible administrative child welfare experience with an MSW OR five years of progressively responsible administrative child welfare experience with a master’s degree in a related human services field.
Preferred Qualifications
  • Five years of professional experience managing or conducting guardianship and adoption services.
  • Three years of experience supervising professional staff.
  • Three years of management experience providing oversight of a regional or statewide professional program.
  • Three years of professional experience conducting program planning.
  • Two years of professional experience conducting staff training.
  • Three years of professional experience serving in a spokesperson capacity for a program area within a public or business organization.
  • Three years of professional experience developing and implementing policies and procedures.

Term Appointment:
Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Department of Children and Family Services’s discretion.

This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
