Job summary

The City of New York’s Department of Health and Mental Hygiene seeks a strategic Controller/Assistant Commissioner to lead the Bureau of the Controller. You will manage payroll, vendor and contract payments, financial reporting, and internal controls for a $1B+ annual operations.

Reporting to the CFO, you will guide a team of 70+ professionals, drive process modernization, and coordinate with oversight bodies to ensure financial accountability and compliance across City, State, and Federal

Qualifications

• Master's degree in economics, finance, accounting, business or public administration.
• Bachelor's degree with four years of professional experience in fiscal management, accounting, or related areas.
• Two years of satisfactory full-time professional experience in budget, accounting, or fiscal management; 18 months in executive/managerial capacity.

Responsibilities

• Direct and oversee the Offices of Payroll, Fiscal Management, Funds Management and Reporting.
• Analyze complex financial, payroll, operational, and compliance issues and develop strategic solutions.
• Ensure accurate and timely processing of payroll, vendor payments, contracts and other financial transactions.
• Oversee payroll for more than 6,000 employees and related timekeeping, compliance and examinations.
• Direct cash management activities, including banking relationships and cash flow monitoring.

Education
