Close the Books. Know the Numbers. Build the Finance Team.
North Georgia Civil Inc., also known as NGC General Contractors, is a rapidly growing commercial, civil, and telecommunications contractor headquartered in Danielsville, GA. NGC delivers federal facility renovations, commercial, civil, utility, and wireless infrastructure projects across multiple states for federal agencies, wireless carriers, tower owners, and commercial clients. The company has built its reputation on quality work, accurate communication, accountability, and dependable project execution.
NGC is on a planned path from roughly $33 million in 2026 revenue to $50 million in 2027 and $75 million in 2028. The Controller is the first dedicated finance leader in that plan. This role owns the month-end close, job cost and WIP, financial statements, cash forecasting, certified payroll compliance, and the internal controls that protect company cash. The Controller supervises the AP/AR and Payroll Specialist hired in 2027 and builds the finance function as it grows from one seat to five by 2030. The Business Operations Manager continues to own subcontractor onboarding, purchase orders, and invoice coding; the Controller owns what happens to those transactions after entry.
Key Responsibilities
Month-End Close and Financial Reporting
- Own a documented month-end close calendar and complete the close by the 10th business day, moving to the 7th business day within the first year.
- Reconcile all bank, credit card, loan, and line-of-credit accounts monthly in QuickBooks Online.
- Prepare and post journal entries, accruals, prepaid and fixed-asset schedules, and depreciation.
- Produce monthly company and division P&Ls (Commercial/USPS and Telecom), balance sheet, and cash flow statement with variance commentary for the CFO and leadership.
- Maintain consistent overhead allocation between divisions using NGC's established overhead standard so division P&Ls are comparable month to month.
- Prepare the quarterly division net-profit calculations used for the Telecom quarterly bonus and leadership bonus pools, with supporting detail.
Job Cost, WIP, and Billing
- Own the monthly WIP schedule: percent complete, estimated cost to complete, over/under billings, and projected margin by job.
- Reconcile job cost between Autodesk Construction Cloud (ACC) Cost Management, the Agave integration, and QuickBooks Online; resolve or accelerate exceptions with the responsible PM.
- Review AIA G702/G703 pay applications and Verizon/telecom invoicing for accuracy against contract values, approved change orders, and retainage before release.
- Track retainage receivable and payable, and lien waivers required to release retainage.
- Run monthly job-margin reviews with the VP - Commercial and Director of Telecom; flag jobs trending more than 2 points below bid margin.
- Maintain the AR aging and lead collections follow-up with PMs and clients on balances past 45 days.
Payroll, Davis-Bacon, and Multi-State Compliance
- Oversee weekly payroll processing, including multi-state withholding across the states where NGC works.
- Own Davis-Bacon and prevailing-wage compliance on federal (USPS) projects: wage determinations, fringe calculations, and weekly certified payroll (WH-347) for NGC and subcontractors.
- Maintain payroll tax filings, state registrations, and unemployment accounts with the outside CPA and payroll provider.
- Coordinate with the HR / Talent Manager on new-hire setup, pay changes, benefits deductions, and terminations.
Cash, Banking, Bonding, and Internal Controls
- Maintain a rolling 13-week cash forecast and report weekly cash position to the CFO.
- Prepare payment runs for CFO approval and maintain separation of duties: the person who enters a bill does not release its payment.
- Enforce NGC's vendor banking controls: no change to vendor ACH, remit-to, or payment information without phone verification at a known-good number, documented in the vendor file.
- Prepare financial packages for the surety, bank, and insurance carriers, and support bonding-capacity growth as revenue scales.
- Track debt service, line-of-credit availability, and covenant compliance.
- Coordinate the annual CPA review, tax package, K-1 support, and 1099 filing with the outside CPA.
Building the Finance Function
- Hire, train, and supervise the AP/AR and Payroll Specialist (2027) and future finance staff as the plan adds a seat per $25 million of revenue.
- Write and maintain finance procedures so recurring work continues in any one person's absence.
- Recommend system improvements across QBO, ACC, Smartsheet, and AI-assisted tools, including when NGC should evaluate a construction ERP.
- Support the planned transition to a hired CFO by building clean, auditable books and a repeatable reporting package.
Qualifications
- 5+ years of progressive accounting experience, including at least 3 years in construction accounting (general contractor or specialty contractor preferred).
- Hands-on ownership of month-end close, job costing, and WIP / percentage-of-completion reporting.
- Working knowledge of Davis-Bacon certified payroll, retainage, AIA pay applications, and multi-state payroll tax.
- Experience preparing financial packages for sureties, banks, or CPA reviews.
- Advanced QuickBooks Online and Excel/Google Sheets skills; ACC Cost Management, Agave, or similar integrations a plus.
- Comfortable adopting new technology and AI-assisted tools to automate reconciliations and reporting.
- Strong internal-control discipline and the judgment to stop a payment when something does not look right.
- Clear, professional communicator with leadership, project managers, and outside advisors.
- Bachelor's degree in Accounting or Finance required; CPA or CMA preferred but not required.
Compensation
- Full-time W2 employment; weekly pay cycle.
- Salary: $115,000 - $145,000 per year, based on experience, credentials, and scope of responsibility.
- Annual discretionary bonus of up to 10% of base salary, paid in years the company meets its profit plan and scored on finance deliverables: close on schedule, WIP accuracy, a clean CPA review, and no payment-control exceptions. The Controller's bonus is not calculated as a percentage of net profit.
- 3% SIMPLE IRA match after 3 months for eligible employees.
- Two weeks of paid vacation per year.
- Paid holidays: New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving, and Christmas.
- Company-provided laptop and dual monitors.
- A ground-floor leadership role building the finance function of a company planning to more than double in size.
