The ideal candidate holds a relevant bachelor’s degree, is a U.S. citizen, and can work in-office in Huntsville with at least 3 years of DoD contracting experience and a Secret clearance.

Qualifications

  • U.S. citizen.
  • In-office requirement; local Huntsville resident or willing to relocate.
  • Min. 3 years contracting experience with DoD programs.
  • Must possess a Secret security clearance.

Responsibilities

  • Conduct market research to identify industrial base capabilities.
  • Assist in developing Acquisition Strategies and Acquisition Plans.
  • Translate operational requirements into SOWs and PWS.
  • Support development and release of RFPs and RFIs.
  • Conduct independent cost estimates and price analyses.
  • Serve as advisor or evaluator during Source Selection proceedings.
  • Formulate negotiation strategies and pre-negotiation objectives.
  • Support the Contracting Officer during direct negotiations with industry.
  • Act as primary daily contact for contractor communications; resolve issues.
  • Execute non-traditional acquisition strategies including OTAs for rapid prototyping.

Job description

Aviation & Missile Solutions (AMS) is currently seeking a Contracts Specialist to join our Huntsville, AL. team at Redstone Arsenal.

Serves as Acquisition Analyst who is a highly skilled Acquisition, Contract, or Program Management professional who specializes in bridging the gap between technical/product requirements and formal government or enterprise procurement. Provides high-level technical assistance and management advisory services on all aspects of contract requirement packages for a wide variety of research and development programs to include specialized services, e.g. fiscal close out of contracts. Outlines policies, program requirements, objectives, and resource limitations. Incumbent exercises independent judgment in planning, organizing, and directing the contractual aspects of assigned programs within these constraints.

Responsibilities May Include:

  • Conduct market research to identify industrial base capabilities.
  • Assist in developing Acquisition Strategies and Acquisition Plans.
  • Translate operational requirements into actionable contracting documents, such as Statements of Work and Performance Work Statements.
  • Support the development and release of Requests for Proposals and Requests for Information.
  • Conduct independent cost estimates and price/cost analysis.
  • Serve as an advisor or evaluator during Source Selection Evaluation Board proceedings.
  • Formulate negotiation strategies and establish pre-negotiation objectives.
  • Support the Contracting Officer during direct negotiations with industry partners to secure optimal pricing, terms, and delivery schedules.
  • Serve as the primary point of contact for daily operational interactions with the contractor, fostering clear communication and resolving issues proactively.
  • Execute non-traditional acquisition strategies, including Other Transaction Authorities for rapid prototyping and fielding of emerging technologies.
Experience and Skills

Basic Qualifications:

  • A bachelor's degree in business administration, management, or a financial field is required.
  • Candidate must be a US citizen.
  • In-office required. Must be a local resident or be willing to relocate to the Huntsville, AL area.
  • A minimum of 3 years of applicable contracting experience with DoD programs is required.

Desired Experience:

  • Experience supporting a government project office is required.
  • Must be an independent thinker and self-starter with solid organizational skills and the ability to multi-task and support varied assignments.
  • Strong communication skills are important, with a positive and friendly demeanor.
  • Experience advising technical specialists, logistical personnel, and program managers on matters pertaining to contracting policies and procedures.

Security Requirements:

  • Candidate must possess and maintain a Secret security clearance.
