New Venture Research Corporation (NVRC) is a leading provider of innovative technology solutions supporting critical defense programs.
We are seeking an experienced Contracts Manager to administer and manage a diverse portfolio of Department of War (DoW) contracts across multiple contract types, including firm-fixed-price (FFP), cost-reimbursement, time-and-materials (T&M), and indefinite-delivery/indefinite-quantity (IDIQ) vehicles. This role serves as the primary point of contact for contractual matters, ensuring compliance with FAR/DFARS requirements while balancing program, financial, and risk considerations, and includes oversight of subcontract agreements with suppliers and subcontractors in support of prime contract requirements. The ideal candidate has 5-8 years of contracts administration experience in a government contracting environment and is comfortable working independently in an on-site, hybrid, or fully remote arrangement.
Key Responsibilities
- Manage the full contract lifecycle - proposal support, negotiation, award, administration, modification, and closeout - for a portfolio of DoW contracts spanning FFP, cost-reimbursement, T&M, and IDIQ vehicles.
- Serve as the primary contractual liaison with contracting officers (KOs) and contracting officer’s representatives (CORs).
- Review and interpret solicitations (RFPs/RFQs), terms and conditions, and statements/descriptions of work (SOW/PWS) to identify risks, obligations, and non-standard terms.
- Draft, review, and negotiate contracts, subcontracts, teaming agreements, and modifications in coordination with program management, finance, and legal.
- Develop subcontract specifications, and terms and conditions for the procurement of specialized materials, equipment, and services; prepare bid packages and evaluation criteria and analyze proposals from prospective subcontractors.
- Lead negotiations of subcontract terms, pricing, and schedule, and select or recommend subcontractors for award.
- Administer subcontract agreements across the full lifecycle - including FFP, T&M, cost-reimbursable, and other fee structures - and develop subcontract modifications for funding, administrative, and prime contract compliance purposes.
- Monitor subcontractor performance to ensure compliance with contractual requirements, escalating performance or compliance risks as needed.
- Ensure compliance with FAR, DFARS, agency supplements, and internal company policies across all contract and subcontract actions.
- Monitor contract performance, deliverables, and funding status; identify and escalates risks related to scope, cost, and schedule.
- Support pricing, billing, and invoicing teams in resolving contract-related discrepancies, particularly across differing contract types.
- Maintain the document repository for contracts and subcontracts, and ensure accurate recordkeeping and audit readiness at all times.
- Support internal and external audits (e.g., DCAA, DCMA) and respond to data calls related to contract compliance.
- Track and manage contract modifications, options, de-obligations, and close-out actions.
- Provide guidance to program teams on contract rights, obligations, and risk mitigation strategies.
Required Minimum Qualifications
- Demonstrated experience managing multiple contract types (FFP, cost-reimbursement, T&M, IDIQ).
- Experience negotiating and administering subcontracts of varying size and complexity, with basic knowledge of subcontract types including CPFF, CPIF, FPIF, and OTA.
- Working knowledge of FAR and DFARS, and experience applying them to day-to-day contract and subcontract actions.
- Strong written and verbal communication skills, with the ability to negotiate and represent the company's interests professionally.
- Ability to work independently and manage competing priorities in a remote, hybrid, or on-site setting.
Preferred Qualifications
- NCMA certification - Certified Professional Contracts Manager (CPCM) or Certified Federal Contracts Manager (CFCM) - preferred.
- Experience with contract management systems (e.g., JAMIS, Deltek CostPoint, CMS, or similar ERP/CLM platforms).
- Prior experience supporting DCAA/DCMA audits or business systems reviews.
- Familiarity with GSA schedules, OTAs, or other alternative contract vehicles.
- Experience generating and distributing subcontract-related documents, including NDAs, teaming agreements, and RFPs/internal proposals.
Required Education and Length of Experience
- Bachelor's degree in business, contract management, finance, or a related field (equivalent experience considered).
- 5-8 years of experience in contracts management or administration, with direct experience supporting DoW/DoD contracts.
Travel Requirements
Travel up to 10% may be required.
Due to our contracts with the U.S. federal government and the requirement for a security clearance for this role, candidates for this position must be U.S. Citizens.
Clearance Type Required
Candidates must be able to obtain and maintain an active Secret security clearance during the duration of their employment.
