Job summary

Bellese Technologies is seeking a Contracts Manager to lead federal contract lifecycle, including RFP responses, NDA/TA negotiations, and compliance with FAR and HHSAR. You will partner with legal, programs, and procurement to mitigate risk and ensure award and closeout are handled smoothly.

Qualifications

• Bachelor's degree and 3+ years of relevant contracts management experience or equivalent.
• Experience managing full lifecycle of U.S. federal government contracts, including prime and subcontracts.
• Knowledge of FAR and multiple contract types (FFP, T&M, IDIQ, task/delivery orders).
• Experience reviewing and responding to RFPs, RFIs, RFQs.

Responsibilities

• Manage the full lifecycle of federal contracts, subcontracts, NDAs, TEAs and other agreements from drafting to closeout.
• Review RFPs/RFIs/RFQs and advise teams on terms, risks, and requirements during proposals.
• Draft, review, and negotiate terms, NDAs, TEAs, licenses with government customers and partners.
• Administer subcontracts and ensure flow-down of clauses and compliance.
• Ensure FAR/HHSAR compliance across contract types and interfaces with government stakeholders.
• Serve as point of contact for government contracting officers and program managers.
• Identify risks and support OCI reviews; maintain audit-ready contract files.
• Support contract closeout activities including invoicing and claims release.

About The Role

The Contracts Manager will serve as Bellese's primary contractual advisor across a portfolio of federal prime contracts, subcontracts, and business agreements. This role owns the full contract lifecycle: reviewing and responding to RFPs/RFIs, drafting and negotiating NDAs and teaming agreements, managing subcontractor relationships, and ensuring compliance with federal acquisition regulations and company policy from proposal through contract closeout.

Key Responsibilities

• Manage the full lifecycle of federal contracts, subcontracts, NDAs, teaming agreements (TAs), and other business agreements — from drafting and negotiation through execution, administration, modification, and closeout.
• Review and analyze RFPs, RFIs, and RFQs; advise capture and proposal teams on contractual terms, risks, and requirements during proposal development.
• Draft, review, and negotiate terms and conditions, NDAs, teaming agreements, licenses, and other agreements with government customers, partners, and subcontractors.
• Administer subcontracts and manage subcontractor relationships, including flow-down of applicable clauses and monitoring subcontractor compliance with terms and deliverables.
• Ensure contract compliance with the Federal Acquisition Regulation (FAR), agency supplements (e.g., HHSAR), and company policy across contract types (FFP, T&M, IDIQ, task/delivery orders).
• Serve as the primary point of contact for contracts matters with government contracting officers, program managers, business development, and legal.
• Identify contractual and compliance risks proactively and develop mitigation strategies; support organizational conflict of interest (OCI) reviews.
• Maintain accurate, audit-ready contract files and tracking records; provide status updates and guidance to internal stakeholders on contract obligations and deadlines.
• Support contract closeout activities, including final invoicing, property disposition, and release of claims.

Required Qualifications

• Bachelor's degree and 3+ years of relevant contracts management experience, or equivalent combination of education and experience.
• Demonstrated experience managing the full lifecycle of U.S. federal government contracts, including prime contracts and subcontracts.
• Working knowledge of the Federal Acquisition Regulation (FAR) and experience across multiple contract types (Firm Fixed Price, Time & Materials, IDIQs, task/delivery orders).
• Experience reviewing and responding to RFPs, RFIs, and RFQs.

Preferred Qualifications

• Experience supporting contracts with the Department of Health and Human Services (HHS) or CMS specifically.
• Familiarity with HHS Acquisition Regulation (HHSAR) supplements to the FAR.
• NCMA certification (CFCM or CPCM) or equivalent formal contracts training.
• Prior experience in health IT or health technology government contracting.
• Experience with GSA schedule contracts.
• Proficient in Microsoft Office; Google Workspace; Slack; comfortable working in contract management/tracking systems.
• Strong analytical, negotiation, and written/verbal communication skills.
• Able to manage a diverse portfolio of contracts and competing deadlines independently.
