What You’ll Do…
In this role, you will lead the continued development and operational oversight of STI Federal’s contracts administration and compliance function across the parent and all subsidiary companies. You’ll support the full lifecycle of federal contracts and subcontracts, from pre-award through close-out, ensuring that all obligations are clearly understood, tracked, and met. You’ll act as a trusted resource to Project Managers, translating complex contract requirements into actionable tools that help them focus on execution. Additionally, you'll also manage regulatory and certification program compliance for business registrations, Small Business Administration (SBA) programs, such 8(a) certification, and industry certifications, such as ISO.
Key Responsibilities & Expected Outcomes
Lead Full-Lifecycle Contract Administration – Analyze and interpret solicitations, contracts, and modifications to identify all FAR/DFAR/other clauses, deliverables, and requirements; build and maintain internal trackers and templates to ensure compliance and support execution as our portfolio expands.
Manage Subcontractor Agreements and Non-Subcontract Procurement – Draft, negotiate, and oversee execution of subcontracts with flow-down clauses; manage other vendor and partnership agreements, and purchasing needs tracking compliance and cost.
Establish and Maintain Subsidiary and Corporate Compliance – Lead new subsidiary and JV setups, managing registrations, certifications (e.g. 8(a)), and regulatory filings, while maintaining detailed records for audit readiness and future growth.
Enable Internal Teams Through Contract Expertise – Provide digestible contract briefs, facilitate internal contract kickoffs, and partner with Operations and BD teams to align execution with contractual and regulatory requirements.
Maintain Centralized Records and Support Audit and Certification Readiness – Manage version-controlled repositories of contracts, subcontracts, modifications, and compliance files; support internal audits and readiness for external certifications such as ISO and/or small business program renewals.

Supports a proactive, solutions-oriented compliance mindset in a federal small business environment, with awareness of SBA and set-aside program requirements.
Communicates clearly and proactively across multiple stakeholders, including executives, Project Managers, and subcontractors.
Maintains strong attention to detail, exceptional organizational skills, and a drive for continuous improvement.
Demonstrates adaptability and critical thinking in navigating ambiguity and developing scalable tools and processes.
Exhibits advanced capabilities in Microsoft Office Suite, particularly Excel and Word and proficiency in SharePoint, Planner, and Teams, to support document creation, data analysis, and operational tool development.
Minimum Qualifications
Bachelor’s degree in business, public administration, legal studies, or a related field – or equivalent combination of education and relevant experience.
5+ years of experience in federal contract administration and compliance for small business, including FAR/DFAR application and subcontractor management.
2+ years of experience preparing and/or supporting 8(a), HubZone, or similar small business program applications and annual reporting.
Preferred Qualifications
Advanced coursework, certification, or training in contract management, procurement, or compliance.
Familiarity with ISO 9001 standards, especially in internal audit settings.
Previous support of contracts across OCONUS locations or the ability to quickly learn OCONUS-related compliance requirements.
Experience working across a multi-entity portfolio/holding company (e.g., Tribal, ANC, or NHO) environments.
Compensation & Work Environment
Salary Range: $80,000 - $110,000, dependent on experience.
Environment: This is a remote position that may be based anywhere within the continental United States. Preference will be given to candidates located in or near the following metropolitan areas: Sault Ste Marie, MI; Washington, DC; Atlanta, GA; San Antonio, TX; Denver, CO; Tulsa, OK.
Travel: This position may require occasional travel (up to 5%) to key meetings, events, contract site-visits, or in-person collaboration.
