Companion Data Services, a BlueCross BlueShield of South Carolina subsidiary, seeks a Contracts Administrator for on-site work in Columbia, SC. You will manage government and commercial contracts, draft and review legal documents, and coordinate with legal, pricing, and operations teams to ensure compliance and timely delivery.

Requirements include a bachelor’s degree or equivalent experience, strong negotiation skills, and knowledge of FAR/UCC.

Qualifications

  • Experience with contracts/subcontracts, purchasing or related field is required.
  • Strong knowledge of FAR, UCC and related regulations.

Responsibilities

  • Serve as primary point of contact for contractual matters on assigned contracts.
  • Review documents for accuracy, risk, and conformance prior to signature.
  • Manage contract files and coordinate legal documents with internal teams.
  • Prepare and review NDAs, TA's and teaming agreements with stakeholders.
  • Monitor contract requirements and approve monthly invoices.
  • Contribute to proposals and pricing with internal pricing specialists.

Our data centers host applications process billions of transactions, supporting state, federal and commercial business.# **Description****Position Purpose:**Responsible for administering contracts to ensure that contractual obligations are met and compliance is maintained with mandatory governmental regulations, applicable laws and corporate policies and procedures. Serves as the liaison between the company and the customer contracting officers on all contractual matters in order to maintain consistency in communications, documentation, and minimizing cost risk due to misunderstanding and/or non-compliance. Interacts with contractual partners to ensure compliance with contractual obligations. **Location:**This position is full-time (40 hours a week - Monday-Friday) and **fully onsite** in Columbia, South Carolina. **Logistics:**Companion Data Services –one of BlueCross BlueShield of South Carolina’s subsidiary companies. **This position is not eligible for sponsorship now or in the future.****What You'll Do:*** Works as primary point of contact for contractual matters related to assigned contracts and subcontracts. Manages contract activities to ensure that assigned contracts with the US government and other customers are in compliance with all federal, state and commercial regulations. Responsible for ensuring clear communications with customers as well as internal staff and management to ensure understanding of customer expectations and contract requirements.* Reviews contractual documents for accuracy, performance risk, and conformance with contract terms, conditions, and other provisions including applicable federal regulations and business team objectives prior to signature / acceptance. Leads the maintenance of contract files using sophisticated contracts management software to ensure completeness and accuracy of information.* Drafts, reviews, coordinates and requests approval of legal documents to include contracts, contract modification, subcontracts and related modifications, non-disclosure agreements, teaming agreements and other legal documents. Coordinates with legal department as well as areas of company management as necessary to ensure documents meet management standards and expectations. Leads the coordination and preparation of legal documents such as Non-Disclosure Agreements (NDA’s) and Teaming Agreements (TA’s) with operations, business development and legal personnel.* Monitors contract requirements to ensure quality and timely delivery of reports and information. Performs contract reporting for both internal management as well as external customer requirements. Reviews and approves monthly invoices for each contract.* Responsible for the preparation and review of business proposals to customers for growth of current contracts or award of new business. Works as primary point of contact within the Contracts team for the development of contract pricing and proposals. Proactively participates in internal proposal processes while coordinating with other proposal staff.* Works closely with internal pricing specialists to review related cost inputs, assumptions and final pricing recommendations. Participates in the various RFS gateway reviews and provides contracts approval upon successful completion of each review.* Works as the primary contracts negotiator for simpler contracts documents. Provides assistance in more complex contracts and subcontracts negotiations. **To Qualify for This Position, You’ll Need:** **Required Education:*** Bachelor's degree in job related field **Degree Equivalency:*** Associates Degree plus an extra 2 years experience for a total of 7 years required work experience (Please see required work experience).**OR*** 9 years of required work experience. **Required Work Experience:*** 5 years experience with contracts/subcontracts, purchasing or other job related field. **Required Skills and Abilities:*** Working knowledge of contracting concepts, Uniform Commercial Code, applicable public contract acquisition law and regulations.* Strong interpersonal skills and the ability to work professionally with persons at all levels, and to maintain effective working relationships.* Ability to effectively communicate both verbally and in writing to all levels throughout the organization and externally.* Strong decision-making, presentation, organizational and leadership skills.* Strong analytical or critical thinking and problem solving capabilities.* Ability to handle sensitive matters on a confidential basis.* Ability to make sound decision.* Ability to exercise confidentiality and discretion.* Ability to draft simple to moderate routine contractual instruments.* Ability to identify required improvement to established policies.* Use of independent judgement and creativity applied to resolution of contract issues.* Excellent internal and external negotiation skills.* Emerging ability to excel in upper level management environment. **Required Software and Other Tools:*** Microsoft Office. **We Prefer That You Have The Following**:* **Strong working knowledge of Federal Acquisition Regulations (FAR).*** **Experience with Excel formulas and developing reports.*** Experience with GSA and NASA SEWP Contracting.* Experience utilizing AI such as ChatGPT, Copilot, Gemini, Claud, etc... for streamlining processes and document review.* Defense Finance and Accounting Service (DFAS,) and/or Truth in Negotiations Act (TINA).* Experience with Time and Material (T&M) Contracts.* CPCM, CFCM**,** CCCM, CCMA certifications.* NCMA certification as a Certified Federal / Commercial Contracts Manager.**Work Environment:*** Typical office environment.* Some travel between office buildings. **Our comprehensive benefits package includes the following:**We offer our employees great benefits and rewards.
