Essential Qualifications/Experience:

· University Degree in information technology, information systems engineering, international business administration, quality engineering or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience

· 5 years in the last 10 in the field of P3M leading initiatives (project, program, portfolio management) to include requirements management and requirements elicitation

· Demonstrate working knowledge in the field of P3M, digital transformation and information technology

· Demonstrate 3 years in the last 10 experience in briefing senior leaders'/decision makers

· Demonstrate a minimum of 3 years in the last 10 years a sound knowledge of Capability Development and Management processes in the C2 area

· Demonstrate a minimum of 3 years' operational knowledge of Joint Operational C2/ Maritime within the last 10 years either as a military officer or as a civilian

· Working knowledge of Capability Architectures

· Working knowledge of Configuration Management methods and practices

· Programme and Project Management experience in the past 10 years within a complex and dynamic programme environment

· Experience with IBM Rational DOORS or equivalent

· ACT is undergoing a large-scale transformation to evolve into a data-driven, cloud-enabled enterprise. This transformation is multi-dimensional and includes:

ü Cloud migration of critical workloads

ü Enterprise data governance and data platform modernization

ü Business transformation focused on data accessibility and insights

ü Decommissioning of legacy platforms and adoption of cloud-native architectures with afferent change management

· Due to the complexity and enterprise-wide impact, ACT DT requires integrated program and portfolio management functions to ensure alignment, prioritization, governance, and scalable execution

· The Contractor will provide structured support across the following areas:

ü DT Literacy and Education

· Emerging and Disruptive Technologies to support the exploration, understanding, and assessment of EDT focus areas (such as Artificial Intelligence, robotic and autonomous systems, quantum technologies, novel materials and advanced manufacturing, hypersonic technologies, energy and propulsion technologies, biotechnology and human enhancement, next generation networks (e.g. 5G and 6G) and others) to enhance cooperation, planning and information sharing with Allies, Partners and non-NATO actors

· Strategic Communications (STRATCOM) including Information Environment Assessment, Public Diplomacy, Public Affairs, Military Public Affairs, Information Operations and Psychological Operations

· Quantitative Analysis of products and reports to support and enable situational awareness, visualization, information fusion, course of action analysis, cost estimation, schedule estimation, and benefit analysis at the NATO political and strategic military level

· Qualitative Analysis of products and reports to support and enable situational awareness, visualization, information fusion, descriptive and conceptual analysis at the NATO political and strategic military level

· Business Analysis of products and reports to support the investigation, conduct, and ongoing support to business and operating model change

· Business Process Modelling: Analyses of "as-is" business processes and performance/delivery of further analyses for determining and documenting improved "to-be" business processes

· Decision-Making Aids: Products that contribute to part or all of quantitative or qualitative decision-making tools

· Event Facilitation: Products and activities that contribute to part or all key events (e.g. event support, conference administration etc)

· DT Communications Plan

· Additional tasks in scope as directed by the COTR
