Job summary

KBR, Inc. is seeking a Contractor Special/Program Security Officer to manage and implement security programs for SCI and SAP in line with DoD/IC standards. The role requires ensuring accreditation, guidance, and compliant operations across multiple sites.

Strong independent work ethic and problem-solving are essential. The position involves coordinating with authorities, overseeing physical security, and developing SETA programs while supporting RMF and defense-related projects.

Qualifications

  • Active Top Secret clearance with SCI eligibility; SAP eligibility.
  • Willing to take a Counterintelligence Polygraph and drug testing.
  • Minimum 4 years of DoD, IC, or industrial security experience.
  • Experience with DoD/IC security systems (DISS, NISS, NBIS, SCINet, SIMS, JADE, SCIF/SAPF).
  • Experience coordinating with DIA, GSSOs and SAPMOs.
  • Ability to work independently or in a team, with strong organization and analysis.
  • Knowledge of NISPOM, ICD 705, DoDM 5205.07 and related IC standards.
  • Experience with SCIF/SAPF accreditation and RMF documentation.

Responsibilities

  • Maintain SCIF/SAPF accreditation; ensure systems remain compliant and accredited.
  • Serve as the primary security official for SAP and SCI programs.
  • Develop, maintain, and enforce SOPs for SCIF/SAPF operations.
  • Ensure facility compliance with ICD 705 specs; coordinate with authorities.
  • Support RMF-enabled classified information systems with IA team.
  • Manage accreditation documentation and facility security records.
  • Oversee physical security, alarms, access controls, TEMPEST.
  • Conduct self-inspections, vulnerability assessments, and corrective actions.
  • Coordinate with CA SSO and PSOs for audits and accreditation.
  • Certify SAP/SCI accesses for visitors and subcontractors.
  • Build SETA programs for SAP/SCI requirements.
  • Maintain visitor control and access logs for SCIF/SAPF.
  • Assist with personnel security actions and indoctrinations.
  • Monitor foreign travel and training requirements; other reporting.
  • Serve as Trusted Agent/Data Transfer Agent as assigned.

The CSSO/CPSO will manage and implement security programs for Sensitive Compartmented Information (SCI) and Special Access Programs (SAP) in accordance with DoDM 5205.07, ICD 705, and related Intelligence Community (IC) standards. This role ensures compliance with U.S. Government security directives, oversees secure facility processes, procedures, and accreditation. Provides security guidance to employees, customers, leadership and other program stakeholders.

The ideal candidate is highly self-motivated, proactive, and capable of working independently with minimal direction. This role requires strong problem-solving skills, the ability to prioritize tasks effectively, and a commitment to delivering high-quality results without constant oversight.

Key Responsibilities:
  • Maintain SCIF/SAPF accreditation to include all systems within the space remain fully compliant, accredited, and never at risk.
  • Serve as the primary security official for SAP and SCI programs.
  • Develop, maintain, and enforce Standard Operating Procedures (SOPs) for SCIF/SAPF operations.
  • Ensure compliance with ICD 705 Technical Specifications for facility construction and accreditation.
  • Provide necessary support to Information Assurance team in the implementation and maintenance of classified information systems accredited under the Risk Management Framework (RMF).
  • Complete, maintain, store all accreditation documentation (Fixed Facility Checklist (FFC), all SAPF maps, alarm testing results, etc.)
  • Oversee physical security, including alarm systems, access controls, and TEMPEST compliance.
  • Conduct self-inspections, vulnerability assessments, and corrective actions.
  • Coordinate with Cognizant Authorities (CA) Special Security Officer (SSO) and Program Security Officers (PSO) for facility accreditation and security audits.
  • Certify SAP and SCI accesses for visitors and subcontractors.
  • Build/implement Security Education, Training, and Awareness (SETA) programs tailored to SAP/SCI requirements.
  • Maintain visitor control and access records for SCIF/SAPF.
  • Assist with personnel security actions, including indoctrinations and debriefings.
  • Monitor foreign travel, annual training requirements, and other reportable requirements.
  • Serve as a Trusted Agent, Data Transfer Agent, and other duties as assigned.
  • Establish and oversee a classified material control program for SCI/SAP Conduct, at a minimum, annual inventory of accountable classified material, if required.
  • Maintain a control log for all SCI/SAP material that is not accountable.
  • Establish written procedures, as well as, monitors procedures for reproduction and destruction.
  • Establish and oversees specialized procedures for transmission of SCI/SAP materials.
  • Provide detailed courier instructions.
  • Interpret and implement security classification guidance.

Required Qualifications:

  • Minimum 4 years of relevant experience in DoD, IC, or industrial security.
  • Working knowledge of security systems such as DISS, NISS, NBIS, SCINet, SIMS, JADE, and SCIF/SAPF design/management across multiple geographic locations.
  • Experience coordinating with DIA, GSSOs, and SAPMOs, and other government security stakeholders.
  • Self starter Ability to work independently or with a team.
  • Exceptional organizational, communication, and analytical skills.
  • In-depth knowledge and understanding of the NISPOM, ICD 705, DoDM 5205.07, and related IC and security standards.
  • Experience with SCIF/SAPF accreditation and compliance documentation (Fixed Facility Checklist, alarm test results, etc.).
  • Familiarity with TEMPEST, COMSEC, and OPSEC requirements.
  • Ability to oversee classified information systems under RMF.
  • Strong coordination skills with multiple agencies and contractors.
Preferred Qualifications:
  • Bachelor's degree in Security Management, Criminal Justice, or related field.
  • Completion of CDSE security training (e.g., FSO Program Management, SAP Mid-Level Security, SCIF/SAPF planning).
  • Strong understanding of classified systems accreditation processes and RMF/NSS guidance.
  • Highly motivated and self-driven professional with a results-oriented mindset with proven success working in high operational tempo environments.
  • Demonstrates leadership qualities with the ability to guide team members with ability to scale responsibilities and adapt to evolving mission requirements.
  • Experience briefing and interacting with executive leadership, government customers, and program managers.
  • Completed 28 hours or more of the Site Security Manager (SSM) training course and relevant experience.

Scheduled Weekly Hours: 40 Basic Compensation: $92,000.00 - 137,000.00.

The offered rate will be based on the selected candidate’s knowledge, skills, abilities and/or experience and in consideration of internal parity.

Additional Compensation:

KBR may offer bonuses, commissions, or other forms of compensation to certain job titles or levels, per internal policy or contractual designation. Additional compensation may be in the form of sign on bonus, relocation benefits, short term incentives, long term incentives, or discretionary payments for exceptional performance.
