JOB DESCRIPTION AND REQUIREMENTS:

We are seeking a Contractor Program Security Officer at the Applied Research Laboratory (ARL), Penn State University, located in Reston, VA. ARL focuses on research and development in scientific, engineering, and technological fields supporting the Navy, DoD, and Intel Community.

ARL is an authorized DoD SkillBridge partner, welcoming transitioning military members.

This role involves enhancing and implementing local security programs for classified information, developing security documentation, managing security operations, and ensuring compliance with USG and DoD regulations. The candidate will also support security-related activities such as conference management, visit certifications, and program support.

You will:
  • Apply knowledge of NISPOM, ICDs, and sponsor instructions to support industrial security operations.
  • Assist with visitor control, safeguarding, classification management, physical and information system security, security education, access control, alarm testing, personnel security, and adherence to government security requirements.
  • Develop, review, and execute security documentation including SOPs, PARs, EAP, Disaster Recovery, and Business Continuity plans.
  • Manage control of electronic devices and security items.
  • Support facility opening/closing, inspections, and security checks.
  • Coordinate with security staff and sponsor security teams to ensure policy compliance.
  • Maintain effective communication with stakeholders.
  • Manage security actions and collaborate on special projects.
Additional duties include:
  • Escort support outside normal hours.
  • Coordinate after-hours alarm support.
  • Assist with COMSEC policy implementation.
  • Support classified conferences and visitor management.

Position level: Intermediate Professional. Minimum requirements: Associate's Degree or higher + 2+ years related experience or equivalent.

Required skills and experience:
  • Active Top Secret clearance with SCI eligibility.
  • Experience in industrial security.
  • Strong communication and organizational skills.
  • Customer service skills.
Preferred skills:
  • Experience with government security policies, IS security, physical and personnel security.

Location: Fully on-site in Reston, VA.

Salary range may vary by location: $68,200 - $102,300.
