Contracting Officer’s Technical Representative (COTR)/Resident Engineer (RE)

Join us as a Contracting Officer’s Technical Representative (COTR)/Resident Engineer (RE) to support the Amtrak ADA Stations Program (ADASP). This program ensures Amtrak stations comply with the Americans with Disabilities Act, focusing on design and construction of accessible infrastructure improvements.

The COTR/RE will oversee technical and construction aspects of multiple contracts from solicitation to project closeout, acting as the liaison between the Contracting Official and contractors. Responsibilities include monitoring contractor performance, providing technical advice, and ensuring work adheres to contract specifications and safety standards.

Projects are nationwide, primarily remote (80%), with travel to project sites (20%). The role is based in locations such as Columbus, OH; St. Louis, MO; Pittsburgh, PA; Philadelphia, PA; Chicago, IL; Baltimore, MD; Atlanta, GA; New Orleans, LA; Montgomery, AL; Albuquerque, NM; Tempe, AZ; or Portland, OR.

Key responsibilities include ensuring safety, managing contractor work, reviewing submittals, conducting site inspections, monitoring quality and schedule, managing contract closeout, and maintaining detailed records. The role also involves coordinating with various project stakeholders and supporting contract negotiations and evaluations.

Qualifications include experience in construction oversight, familiarity with ADA compliance, proficiency in Microsoft Office, and willingness to travel. Preferred qualifications are a degree in Architecture, Construction Management, or Engineering; licensure as RA or PE; and certifications such as CCM or PMP.
