Job summary

The Department of Justice seeks a Contracting Officer at the GS-12 level to manage pre- and post-award contracting for services, materials, and equipment. You will lead negotiations, analyze costs, and prepare procurement documents in accordance with the FAR.

• Perform contracting procedures across pre- and post-award phases, including price/cost analysis, negotiation, and administration of services and goods.
• Develop and oversee Statements of Work (SOW) and procurement documents; use FAR-based methods to implement regulations and processes.
• Review proposals for conformance, conduct negotiations, and administer complex contracts within delegated authority.

***Applicants must be willing to attend and complete required training in order to attain and retain at least a level 1 (one) Federal Acquisition Certification in Contracting (FAC-C) as a federal contracting professional. FAC-C has specific training requirements with some courses online as well as classroom courses. The person selected is expected to obtain a FAC-C within one year of the date of hire. To maintain a FAC-C, contract professionals are required to meet the continuous training requirement.***

BASIC REQUIREMENTS

• A four (4) year course of study leading to a Bachelor's Degree in any field of study from an accredited college or university; OR
• At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management from an accredited college or university. OR
• Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.

In addition to meeting the Basic Qualification Requirements as described above, applicants must also meet the minimum qualifications as defined below:

MINIMUM QUALIFICATION REQUIREMENTS:

GS-12: To qualify for the GS-12 Contracting Officer, you must have one year of specialized experience at the GS-11 level.

Specialized Experience is defined as performing and leading contracting procedures with the development of all aspects for pre-award and post-award functions, including price/cost analysis, negotiation, and administration for services, materials, and equipment associated with the organization; using solicitation methods or a combination of methods identified in the Federal Acquisition Regulation (FAR) to implement regulations, processes and procedures; developing, preparing and overseeing Statements of Work (SOW) or typically involving specialized equipment, professional or technical services; reviewing and analyzing requests for the procurement of off-the-shelf, items that are manufactured to order, specialized services, expert witness, litigative consultant services, construction, IT and complex equipment and services; determining sole source and other required document; preparing solicitation documents and incorporating specific provisions; analyzing proposals for conformance with the solicitation; conducting extensive negotiations before and/or after contract award; negotiating with potential contractors; awarding contracts within delegated contracting officer authority; and/or administering complex contracts.
