Job description

Overview

JST is currently seeking a Contract Specialist IV (IT Enterprise Infrastructure Support Specialist).The Contract Specialist IV will provide high-level acquisition and contract administration support to the National Park Service (NPS) Denver Service Center. This role supports the full acquisition lifecycle for large-scale design and construction projects nationwide. The Specialist will work under the guidance of a Government Contracting Officer (CO), performing acquisition planning, solicitation preparation, evaluation support, contract award, administration, modification, and closeout activities in accordance with the Federal Acquisition Regulation (FAR) and Department of the Interior (DOI) policies.

Contract Specialist IV Responsibilities

  • Conduct acquisition planning and market research in coordination with the CO and project teams.
  • Determine contract type, set-aside strategy, and solicitation approach in alignment with NPS small business goals.
  • Prepare and issue solicitations (RFPs/RFQs) and amendments; manage Q&A processes with offerors.
  • Receive, review, and evaluate proposals/quotes for responsiveness and compliance.
  • Support technical evaluation panels and participate in source selection activities.
  • Perform cost and/or price analysis; assist in best value trade-off evaluations.
  • Prepare award documentation packages and facilitate contract awards for CO signature.
  • Administer contracts post-award, including maintaining official contract files in electronic systems (PRISM, FPDS, FBMS).
  • Resolve payment issues and verify payroll reports against DOL wage determinations.
  • Prepare and process contract modifications; assist in negotiations and document results.
  • Develop and process contract closeout documentation.
  • Ensure compliance with FAR, DOI acquisition regulations, and internal NPS procedures.

Contract Specialist IV Qualifications

  • Bachelor's degree in Business Administration, Finance, Economics, Accounting, Contract Management, or related field (required).
    • Graduate degree in business, law, or acquisition management (preferred).
  • Minimum 5 years of Federal Government contracting experience.
  • Proficiency with the full acquisition lifecycle, including planning, solicitation, award, administration, and closeout.
  • Proficiency in Federal procurement systems (FPDS, PRISM, FBMS).
  • Strong knowledge of FAR, DFARS, DOIAR, and related regulations.
  • Excellent writing, analytical, and negotiation skills.
  • Strong attention to detail and organizational skills.
  • Ability to manage multiple concurrent actions in a fast-paced environment.
  • Excellent communication and collaboration skills to work with Government stakeholders.
  • Proficiency in Microsoft Office Suite and electronic contract management tools.

Preferred Qualifications

  • 10 years of construction contracting experience.
  • 3 years of architect-engineer services contracting experience.
  • Federal Acquisition Certification in Contracting (FAC-C) or DAWIA Contracting Level II/III.
  • NCMA Certified Federal Contracts Manager (CFCM) or Certified Professional Contracts Manager (CPCM).

Required Clearances and Screenings

  • MUST be a U.S. Citizen
  • MUST successfully pass a National Agency Check with Inquiries (NACI) or higher background investigation.
  • MUST sign and comply with DOI/NPS Rules of Behavior for IT system access.
  • Completion of DOI IT Security Awareness Training prior to network access (and annually thereafter).
  • MUST be able to successfully pass a drug screen and background check
