Job Description

The Texas Workforce Commission (TWC) is seeking a Contract Specialist III-IV to join the IT – Technology Business Services (TBS) Department, located at 1411 Brazos Street, Austin, TX.

As a Contract Specialist III-IV, you will perform highly complex to advanced contract management work, including:

  • Developing and evaluating a broad range of contracts in information technology programs.
  • Providing innovative and continuous improvement of acquisition processes while ensuring compliance with laws.
  • Planning, developing and providing assistance to pre‑solicitation program descriptions, performance requirements, and developing Request for Offers (RFO) and Request for Proposals (RFP).
  • Facilitating and coordinating with the team to develop and implement processes, timelines, statements of work, evaluation plans, scoring instruments, and funding availability.
  • Participating in the evaluation, negotiation and acceptance of contracts.
  • Monitoring contract terms and performance, providing advanced technical knowledge related to contract management and vendor performance.
  • Facilitating amendments to contracts, following applicable contracting and procurement practices.
  • Developing and managing contract‑related budgets, validations, cost estimates and projections.
  • Performing related work as assigned.
Preferred Qualifications
  • Four years’ experience with technology contracting, contract management, and purchasing or procurement management in local, state, or federal government.
  • Experience with Seat Management and/or Data Center Services (a plus).
  • Knowledge of applicable local, state, or federal rules, regulations and policies related to contract procurement administration and management.
  • Experience with reviewing and evaluating contracts and vendor deliverables, negotiation and facilitation skills.
  • Experience with Microsoft Windows and Office products: Outlook, Word, Excel, Visio, and PowerPoint.
  • Ability to work independently, handle multiple priorities, meet strict deadlines, and make critical decisions.
  • Strong leadership, communication, and organization skills with attention to detail.
  • Experience leading and working closely with cross‑functional teams.
  • Formal project management training and/or certification.
Required Certifications

Formal Certified Texas Contract Manager (CTCM) certification and Certified Texas Contract Developer (CTCD) certification, or must obtain certification within one (1) year of employment and maintain throughout employment.

Minimum Qualifications
  • Completion of two years (60 semester hours) of accredited college work, with possible substitution of additional college years or experience as described.
  • Contract Specialist III: plus three years of full-time experience in contract development, management, evaluation, monitoring, or training of contract providers or customers; or in the delivery of workforce development services which included contract development, management, evaluation, monitoring, or training of contract providers or customers.
  • Contract Specialist IV: plus four years of full-time experience in contract development, management, evaluation, monitoring, or training of contract providers or customers; or in the delivery of workforce development services which included contract development, management, evaluation, monitoring, or training of contract providers or customers.
