Job summary

NYCHA is seeking a Contract Specialist within the Lead Hazard Control Department to manage a major program contract and oversee associated vendor activities. You will report to the Assistant Director and coordinate with the Department of Financial Planning and Analysis to ensure adherence to city, state, and federal requirements.

The role involves preparing audit packages, reviewing proposals and performance data, monitoring compliance, and briefing senior leadership on vendor performance.

Qualifications

• Bachelor’s degree or equivalent with related experience in evaluation, negotiation, budgeting or project management.
• High school diploma and four years of related experience.
• Education/experience equivalent to the above.

Responsibilities

• Prepare Task Order package for OMB and/or Comptroller’s Office Audit.
• Primary liaison with Department of Financial Planning and Analysis on the project.
• Formulate documents for funding increases and contract term extensions.
• Review vendor proposals and performance to ensure compliance with agency, state and city guidelines.
• Monitor vendor performance to ensure regulatory and contract compliance.
• Manage vendor task orders, budgets, administrative and compliance requirements.
• Review statistical and other technical data submitted by the vendor.
• Prepare summary analysis of vendor performance.
• Meet with upper management to discuss vendor performance.
• Manage a contract of significant size and complexity.

Reporting to the Assistant Director in the Lead Hazard Control Department, the Contract Specialist, under general supervision with latitude for independent judgement and decision making will manage contracts of a major program including, but not limited to the following:

• Prepare Task Order package for OMB and or Comptroller’s Office Audit.
• Primary liaison with Department of Financial Planning and Analysis on this Project.
• Formulate documents for funding increase and contract term extension.
• Review Vendor’s proposals and performance reports to ensure compliance with the agency’s requirements and federal/state/city Guidelines.
• Monitor Vendor’s performance to ensure regulatory and contract compliance.
• Manage Vendor’s task orders, budgets, administrative and compliance requirements.
• Review Statistical and other technical data submitted by vendor.
• Prepare summary analysis of Vendor’s performance.
• Meet with Department’s upper Management team to discuss Vendor’s performance.
• Manage a contract of significant size and complexity.

• Due to the existence of a civil service list, candidates must have permanent civil service status in the title of Contract Specialist to apply.

Minimum Qualifications

• A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council of Higher Education Accreditation (CHEA), and six months of full-time, satisfactory professional, technical, or administrative experience in one or more of the following fields: program evaluation, contract negotiation/management, fiscal/financial management, or project management;
• A four year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization and four years of full-time, satisfactory professional, technical, or administrative experience in one or more of the following fields: program evaluation, contract negotiation/management, fiscal/financial management, or project management;
• Education and or experience equivalent to “1" or “2" above.

Preferred Skills

• Knowledge of The City of New York Office of the Comptroller Internal Control and Accountability Directive
• Familiar with the Rules of the Procurement Policy Board, Mayoral policies and procedures and procurement related laws, rules and regulation.
• Knowledge of Oracle Financial System
