US Naval Facilities Engineering Systems Command Guam is seeking a contracting specialist with at least one year of specialized experience at the GS-11 level or equivalent in the Federal service or private sector. You will focus on acquisition planning, pre- and post-award activities, and selecting procurement methods with documented approvals.

You will also handle award and administration of contracts for construction, architect-engineer services, and facility support, while supporting SB/SDV

Competenze

• At least one year of specialized experience at or equivalent to GS-11 in the Federal service or equivalent in private/public sector.
• Conduct acquisition planning and contract pre-award and post-award functions.
• Determine method of procurement and contract type, document strategy, and obtain approvals.
• Award contracts for extensive construction, architect-engineer services, facility support contracts, and SB/SDV programs.
• Administer contracts including scope determinations, modifications, justifications, reviews, fair opportunity evaluations, and terminations.
• Interpret and apply relevant laws, regulations, policies, standards or procedures to contracting issues.

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following:

• 1) Conduct acquisition planning and contract pre-award and post-award functions to determine method of procurement and contract type, documenting acquisition strategy, and obtaining appropriate approvals;
• 2) Award contracts for procurements of extensive construction, architect-engineer services, facility support contracts, etc., supporting Small and Disadvantaged Business Programs whenever possible;
• 3) Administer contracts to include contract scope determinations, contract modifications, supplemental agreements, justifications, approval reviews/fair opportunity evaluations and claims disputes, and contract terminations;
• 4) Interpret and apply relevant laws, regulations, policies, standards, or procedures to specific contracting issues.
