Job summary

Bering-Alaka`ina Holdings, LLC is seeking a Contract Program Security Officer for our customer in Indian Springs, Nevada. The role ensures compliance with DoD SAP security requirements, manages badging, and coordinates with government agencies to maintain security standards.

You will oversee SOP development, visitor controls, DISS/JPAS/JADE entries, and badge issuance for personnel and visitors. Strong DoD SAP experience and security communications skills are essential for success.

Job description

Bering-Alaka`ina Holdings, LLC is seeking a Contract Program Security Officer for our customer located in Indian Springs, Nevada.

The Government SAP (Special Access Program) Security Officer will ensure compliance with security regulations and procedures to include badging requirements in accordance with DoD guidelines. Directs and advises customer regarding security regulations and procedures to include badging requirements. Routinely interacts with Government agencies relative to security and badging matters.

DESCRIPTION OF RESPONSIBILITIES:
  • Ensures adherence to applicable laws as well as national, DoD, and other SAP security policies and requirements such as DoD Special Access Program (SAP) Security Manuals: DoDM 5205.07 Volumes 1 - 4.
  • When required, ensures that contract-specific SAP security requirements such as TEMPEST and Operations Security (OPSEC) are accomplished.
  • Prepares and updates SOPs for PSO approval.
  • Provides detailed instructions and procedures in accordance with the program's SCG, SOPs, and applicable marking guides.
  • Ensures adherence to special communications requirements, capabilities, and procedures within the SAPF, including briefings, debriefings, and foreign travel briefings.
  • Ensures that all self-inspections are conducted.
  • Oversees transmission of SAP material.
  • Develops a transportation plan and forwards to PSO for approval.
  • Conduct visitor controls for incoming Special Access Program (SAP) cleared visitors.
  • Complete visit requests through Defense Information Security System (DISS), formally Joint Personnel Adjudication System (JPAS), Joint Audit Data Exchange (JADE) or appropriate systems and update profiles to accurately reflect read-in status.
  • Prepare all permanent, visitor, and temporary security badges for all 26th Weapons School personnel and visitors.
  • Maintain Entry Access List (EAL) and/or Alarm Authentication List (AAL) and present to GSO for approval.
  • Prepare and submit AF 2586 for Restricted Area Badges.
  • Maintain DISS accounts and audit DISS personnel reports for SCI reinvestigations/proper DISS Squadron ownership/stagnant SCI reinvestigations (no movement over 120 days).
  • Submit all documentation for SCI and SAP prescreening questionnaire, eligibility, indoctrination, retention, and debrief and report the findings to the appropriate office.
  • Initiate/Brief e-Qip (reinvestigation website) procedures and guidelines. Assist and review e-Qip profiles before submission to Nellis IP.
  • Assist 26th Weapons School with Collateral, SCI, and SAP security incidents and file the final incident report once approved for submission.
  • Explain/review Intent to marry U.S. Citizen/intent to marry foreign national notification and Periodic Assessment Special Agreement Check (SAC-86C).
  • Maintain calendars/folders/databases/memorandums/binders, as requested.
  • Provide quarterly SF 311, Agency Security Classification Management Program Data, to Nellis IP office in support of 26th Weapons School.
  • Prepare SAP Format 5 (Inadvertent Disclosure) documentation in the event of unauthorized classified disclosure to an unclear individual.
  • Prepare and submit SAP PSQ Templates 1 through 5 and SCI equivalent forms. The templates are 1: Foreign Affections, 2: Foreign Associations, 3: Foreign Travel, 4: Personal Conduct, and 5: Financial Responsibilities.
  • Conduct/document all training for new GSSO personnel, as needed.
  • Conduct/document annual training for personnel, as requested.
  • Assist GSO in preparing briefings, as requested.
  • Create/adjust/approve Security section of the Mission Inspection Compliance Team (MICT) support 26th Weapons School operations.
  • Manage courier letters and brief courier policies and procedures.
  • Brief escort policies and procedures per event, as required.
  • Interface with outside agencies, as required.
  • Prepare, maintain, and communicate IP/AP adverse reporting in coordination with squadron commander.
  • Submit annual access report to ACC.
  • Dispose of SCI/SAP material in accordance with AF regulations and Wing SSO/AP guidance.
  • Work directly with Nellis/SSO to ensure completion and accreditation of new SCIFs. After SCI accreditation, ensures completion of accreditation for new SAP Facilities (SAPFs) assigned to the 26th Weapons School.
  • Work directly with Nellis/SSO to ensure completion of annual and periodic accreditations and inspections of SCIFs.
  • Update, maintain and approve Fixed Facility Checklist (FFC) and Technical Electronic Measurement Penetration Standards (TEMPEST) addendum checklists.
  • Ensures that all SAPF changes or modifications are allowed within Defense Intelligence Agency (DIA) (through SAF/AAZ) guidelines and approved by DIA Discretionary Access Control (DAC)-2A2.
  • Ensures monthly random inspection logs are turned in and semiannual alarm tests are completed by units.
  • Attends planning conferences/meetings for future SCIF/SAPF construction and ongoing SCIF/SAPF construction to support 26th Weapons School operations
  • Ability to open/close and/or arm/disarm all locks, SCIFs and secured facilities. That are required to carry out official functions.
  • Coordinate with CE to resolve facility issues that affect security (broken SAPF perimeter doors, broken X-09/X-10 or cipher locks, comm. Lines that carry alarm signals, etc.).
  • Research/coordinate installation and correction of devices that affect security from external vendors/trade professionals (new volume controls, CCTV purchase, CCTV installation, etc.) in support of 26th Weapons School operations.
  • Conduct quarterly alarm tests per alarm account. Perform Semi-Annual guard response tests.
  • Attends requirement conferences/meetings for future SCIF/SAPF construction and ongoing SCIF/SAPF construction to support 26th Weapons School operations
  • Change all lock combos every 6 months, replace Standard Form (SF) 702s, Security Container Check Sheet, and create new SF 700s, Security Container Information, for each lock.
  • Change cipher lock combinations, as necessary, due to personnel change over, or when requested by Commander (CC), or Director of Operations (DO).
  • Replace SF 702s, when needed.
  • Maintain and catalog 701s/702s for all SCIFs/SAPFs.
  • Support the creation of statement of work (SOW) for repairing, renewing or new security requirements and coordinate with required parties (e.g.: Advantor ,Nellis SFS, CE Comm, CE Electrical, and 26th Weapons School /RA, etc.) to acquire a parts/labor quote and to ensure equipment or structures are installed/repaired/maintained.
  • Address and monitor Advantor alarm issues when requested by CC, DO, or Mission Control Commander (MCC)
  • Coordinate with Based Defense Operations Center (BDOC)/Nellis SFS to alarm/disarm/resolve alarm issues.
  • Interface with outside agencies, as required.
  • Other duties as assigned.

Typical office environment with no unusual hazards, occasional lifting to 20 pounds, kneeling, standing, and walking, routinely sitting and constant use of speech/hearing abilities for communication, constant mental alertness, and must be able to work under deadlines.

REQUIRED DEGREE/EDUCATION/CERTIFICATION:
  • Associate degree in business administration or related field or equivalent combination of academic/technical/military training preferably related to personnel/physical security. (Preferred: Bachelor's degree in business administration or related field or equivalent combination of academic/technical/military training preferably related to personnel/physical security.)
  • Must possess a state issued driver's license.
REQUIRED SKILLS AND EXPERIENCE:
  • Possess three (3) years' experience in DoD security with one (1) year SAP security related experience.
  • Familiarity with DOD personal security processes.
  • Must be able to acquire access to and use DISS.
  • Must possess excellent oral, written, and graphical communication skills.
REQUIRED CITIZENSHIP AND CLEARANCE:
  • Must be a U.S. Citizen
  • Must possess and maintain a DoD Top Secret security clearance.
  • Must be able to obtain and maintain TS/SCI SAP/SAR Security Clearance, as required.
COMPENSATION DETAILS:
  • $90,830.00
  • The compensation range or hourly rate provided is a good faith estimate at the time of posting. Final compensation will be determined based on qualifications, experience, skills, internal equity, market conditions, and applicable laws.
