Job summary

The City of Baltimore is seeking a Contract Specialist for MONSE to prepare, review, negotiate, and administer contracts and procurement documents in support of reducing violence and promoting community safety. The role ensures compliance with laws, regulations, and city policies while promoting efficiency, transparency, and equity in procurement.

Qualifications

• Bachelor’s degree in public administration, finance, accounting, business, or related field required.
• Master’s degree preferred for advanced responsibilities.
• Minimum of 3 years in contract administration, procurement, or related field.

Responsibilities

• Draft, review, revise, and finalize contracts, amendments, and procurement documents.
• Ensure compliance with federal, state, and local regulations and City procurement rules.
• Collaborate with program managers, finance, and legal teams to define scopes and performance measures.
• Manage contract approvals, signatures, Board of Estimates submissions, and documentation.
• Monitor contractor performance and resolve contract-related issues or disputes.
• Provide guidance and training on contracting best practices and compliance.
