Job Description and Duties

Under the general direction of the General Counsel, the Contracts Manager is responsible for providing high-level administrative and strategic oversight of the Contracts Oversight Unit. The incumbent makes recommendations to executives, leadership, and legal staff; provides guidance and direction to subordinate staff on the most complex and sensitive contract related issues; and establishes and administers departmental policies and procedures to ensure compliance with statutory mandates and control agency directives. The incumbent also ensures the effective and efficient administration of the agency’s contracting program.

Employees must reside in CA for a job appointment.

The amount of telework is at the discretion of the Department and based on the Chancellor’s Office’s evolving telework policy. The Chancellor’s Office supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to the headquarters office in Sacramento if an urgent need arises.

Hybrid work setting provided.

Ability to make frequent public presentations, both in person and virtually.

Ability to supervise the work of others in a hybrid work setting.

Ability to use standard computer and/or office machines for an extended period of time.

Communicate in a clear and concise manner.

Work in a climate-controlled, open office environment under artificial lighting.

Exposure to computer screens and other basic office equipment.

Public speaking and/or presentations are required.

Ability to effectively telework within the state of CA.

Describe your experience supervising or leading professional staff responsible for contract or procurement activities. Include your approach to assigning work, coaching employees, managing performance, resolving conflicts, and fostering staff development.

Describe your experience managing complex contracts through the full contract lifecycle, including solicitation, negotiation, execution, administration, amendments, and closeout. Discuss the complexity, dollar value, or scope of the contracts you managed.

Describe a time when you developed, implemented, or improved a contracting policy, procedure, or business process. What issue did you identify, what actions did you take, and what were the results?

Describe your experience ensuring compliance with applicable procurement laws, regulations, and organizational policies. Include an example of how you collaborated with internal or external stakeholders to resolve a complex contracting issue while maintaining compliance.
