Job summary

  • Track grant funding usage and adhere to cost principles.
  • Coordinate with county departments, vendors, and procurement office.

Job description

The Contract Manager oversees the development, negotiation, execution, and compliance monitoring of contracts for all County services. This role ensures all contractual activities comply with federal, state, and local regulations and supports operational, fiscal, and legal compliance throughout the contract lifecycle.

  • Proactively and effectively manage the Infor Contract Management module. Train Office of Procurement and appropriate county personnel in its use and operation
  • Manage complex solicitations using the county's e-Procurement portal.
  • Draft, evaluate, negotiate, and execute service provider contracts in accordance with regulatory requirements and County procedures.
  • Review contracts to ensure compliance with applicable legal and regulatory standards.
  • Manage contract workflows to support timely execution and measurable service outcomes.
  • Analyze historical budgets and prepare financial projections to support fiscal planning and contract oversight.
  • Maintain accurate and complete contractual and financial records, including service descriptions, insurance documentation, and provider licensure.
  • Track grant funding utilization and ensure adherence to allowable cost principles and fund accounting practices.
  • Serve as liaison among County departments, external service providers, and the Office of Procurement; identify discrepancies and recommend process improvements.
  • Support vendor relationships and assess provider satisfaction with contractual terms and conditions.
  • Contribute to a collaborative team environment and respond promptly to internal inquiries.
  • Assume evolving responsibilities in alignment with departmental goals and priorities.
  • Perform other related duties as assigned.
Minimum Experience and Training Requirements
  • Seven years of progressive experience in a public procurement or fiscal environment ; or
  • Three years of experience as described above and a Bachelor's degree in Business Administration or Accounting; or
  • An equivalent combination of experience and training.
Licensing and Certifications
  • Certified Public Procurement Officer (CPPO) or equivalent preferred; must obtain CPPO within four years of hire.
Competencies, Skills and Other Experience
  • Strong knowledge of federal, state, and County fiscal policies and regulations.
  • Demonstrated experience in contract negotiation, management, and legal compliance.
  • Proficiency in accounting principles, ledger management, and fund auditing.
  • Competence with spreadsheet applications and financial management software.
  • Strong organizational and analytical skills.
  • Demonstrated leadership, time management, and sound decision-making skills.
  • Ability to maintain professionalism, adaptability, and composure in high-pressure situations.
  • Commitment to teamwork, collaboration, and shared goals.
  • Strong problem-solving abilities with sound judgment in decision-making.
  • Ability to build and maintain effective working relationships with internal departments, vendors, and the public.
  • Demonstrated integrity, fairness, and ethical judgment in all procurement and contracting activities.
  • Proficient in Microsoft Office Suite, including Outlook, Word, Excel, and Teams; and the ability to adapt to new software, systems and technology tools as needed.
  • Excellent written and verbal communication skills.
