Job summary

Montgomery County, PA seeks a Contract Manager to oversee the development, negotiation, execution, and compliance monitoring of contracts for all County services. You will ensure regulatory compliance and support operational, fiscal, and legal adherence throughout the contract lifecycle.

The role involves managing Infor Contract Management, handling complex solicitations via the County’s e-Procurement portal, and maintaining detailed contractual and financial records.

Qualifications

  • Seven years of progressive experience in a public procurement or fiscal environment.
  • Three years of experience as described above and a Bachelor’s degree in Business Administration or Accounting, or an equivalent combination of experience and training.
  • Certified Public Procurement Officer (CPPO) or equivalent preferred; must obtain CPPO within four years of hire.

Responsibilities

  • Proactively and effectively manage the Infor Contract Management module and train procurement staff in its use.
  • Manage complex solicitations using the county’s e-Procurement portal.
  • Draft, evaluate, negotiate, and execute service provider contracts in accordance with regulatory requirements and County procedures.
  • Review contracts to ensure compliance with applicable legal and regulatory standards.
  • Manage contract workflows to support timely execution and measurable service outcomes.
  • Analyze historical budgets and prepare financial projections to support fiscal planning and contract oversight.
  • Maintain accurate and complete contractual and financial records, including service descriptions, insurance documentation, and provider licensure.
  • Track grant funding utilization and ensure adherence to allowable cost principles and fund accounting practices.
  • Serve as liaison among County departments, external service providers, and the Office of Procurement; identify discrepancies and recommend process improvements.
  • Support vendor relationships and assess provider satisfaction with contractual terms and conditions.
  • Contribute to a collaborative team environment and respond promptly to internal inquiries.
  • Assume evolving responsibilities in alignment with departmental goals and priorities.
  • Perform other related duties as assigned.

Qualification Requirements
Minimum Experience and Training Requirements
