Job summary

TxDOT’s Lubbock District seeks a Contract Administrator I in the Advanced Planning Office. The role focuses on overseeing complex contracts, negotiations, and compliance for high-dollar projects in a state agency setting.

Responsibilities include coordinating with management, contractors, and legal teams; reviewing and approving contract terms; and leading junior staff while ensuring policy adherence and timely execution of agreements.

Qualifications

  • Bachelor’s degree required in business administration, finance, or related field.
  • 6 years of contract administration/management experience.
  • Valid driver’s license; CTM certification and auditing knowledge.

Responsibilities

  • Serve as principal liaison between agency management, contractors, Legislature and customers.
  • Review contracts for compliance with laws, regs and policies.
  • Negotiate renewals and amendments.
  • Oversee complex contracts: proposals, work orders, budgets, expenditures.
  • Manage contract documents and educate stakeholders on terms.
  • Administer complex agreements and contracts.
  • Audit invoices for accuracy and compliance with terms.
  • Research statutes and Department policies relating to contracts.
  • Lead TxDOT staff and report workflow updates to leadership.
  • Perform other duties as assigned.

Position Information

TxDOT’s Lubbock District is looking for a Contract Administrator to work in the Advanced Planning Office. Have you written a contract to design a future multi-million dollar interstate? Responsibilities

Oversees and manages policy for advanced and complex contract duties in support of large scope, high-dollar or high-risk contracts. Oversees the execution and administration of contracts by defining requirements, participating and advising on negotiations and ensuring compliance with policy, law and acceptable contracting practices. Monitors progress/benchmarks, financial expenditures, allocations and inspects final results. Serves as the point of contact for contracts and related issues. Work requires extensive contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

  • Serves as the principal contract liaison between agency management, contractors, the Legislature, and other customers.
  • Confers with procurement staff, legal staff and management on various legal matters; inspects and reviews contracts for compliance with certification requirements, laws, regulations, policies, and procedures.
  • Negotiates contract renewals and amendments.
  • Oversees complex contract programs to include reviewing proposals, issuing work orders, monitoring budget allocations and expenditures.
  • Oversees contract documents and ensures management understands and authorizes contract terms involving multiple statewide contracting programs.
  • Oversees the administration of complex agreements and contracts.
  • Oversees the audit of payment invoices for completeness, accuracy and compliance with terms of contract and governmental contracting rules, regulations and procedures.
  • Researches complex state and federal statutes and opinions, Department policies and previous contracts.
  • Serves as a lead worker to TxDOT employees by serving as a resource for complex questions and providing technical training; providing input on employees’ career conversations; approving employees’ leave requests to ensure operations coverage; and presenting workflow and operational updates to the supervisor/manager.
  • Performs other job responsibilities as assigned.
Minimum Qualifications

Education: Bachelor's Degree in business administration, finance, or a related discipline.

Experience: 6 years of contract administration, contract management, contract development, or related experience (Experience can be satisfied by full time or prorated part time equivalent)

Relevant experience may be substituted for education on a year per year basis.

Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle. Cert TX Contract Mgr (CTCM). Auditing and investigative methods, practices and procedures
