Overview

This position is within the Department of Aviation and seeks a detail-oriented and proactive Concessions Contract Compliance Officer to oversee the performance and compliance of all concessionaire operations within the airport. Responsibilities include maintaining files, ensuring required documents are up to date, record keeping, minute taking, document distribution, and assisting with the drafting of legislation, amendments, and agreements.

Responsibilities
  • Manage the activities of existing contracts to ensure they are completed on time, efficiently, and meet the organization’s quality standards.
  • Maintain all contracts and associated updates; ensure bond and insurance documents are up to date.
  • Create and maintain contract abstracts; drive the contract performance review process; review and approve monthly invoices from contractors for work completed.
  • Draft RFPs and ITBs for all assigned projects; schedule and attend project team meetings and provide procurement advisory and follow-up information to User Agency personnel; schedule and facilitate pre-bid/proposal conferences.
  • Coordinate evaluation team meetings; provide notice of cancellation; communicate policy, procurement methods, standards, and regulations to Contracting Officers, department managers, and administrative staff.
  • Monitor and respond to concessionaire requests; ensure contracts are followed and address errors or problems as needed.
  • Conduct quality control/quality assurance analyses on RFPs and ITBs that may be challenged by unsuccessful bidders.
  • Provide formal project management and/or skills development support as needed; may serve as team leader.

  • Knowledge of contracts and how they are applied; broad knowledge of related fields; ability to resolve problems on a day-to-day basis.
  • Ability to persuade and negotiate to achieve results; effective business communication and presentation skills.
  • Negotiation skills; strong technical capabilities; ability to adapt knowledge to new environments and develop leadership skills in others.
  • Ability to communicate effectively with all levels of management, from frontline employees to senior leadership.
Minimum Qualifications – Education and Experience
  • Associates degree in Procurement, Accounting, Business Administration, or related fields. Additional years of experience may be considered as a substitute for the required degree on an exceptional basis, with a minimum of five (5) years of professional-related experience in managing contracts in concession or vendor agreements.
  • Three (3) to five (5) years of related experience in managing contracts in concession or vendor agreements (government or public sector).
Preferred Education & Experience
  • Bachelor’s degree in Procurement, Accounting, Business Administration, or related fields; five (5) to eight (8) years of experience managing contracts in concession or vendor agreements (government or public sector).
Licenses and Certifications
  • No license or certificate is required; however National Institute of Governmental Purchasing (NIGP) courses/certification is helpful.
Essential Capabilities and Work Environment
  • Required physical, lifting, and sensory capabilities to perform the job successfully.
  • Lifting: Light work; ability to exert up to 20 pounds of force occasionally and up to 10 pounds to move objects.
  • Work Schedule: Hybrid work arrangement with in-person work at City worksites/facilities at least four days per week; option to work remotely one day per week, subject to eligibility and supervisor approval. Schedule may change to five days in-person as needed.
