Chemonics is looking for a Contraceptive Security Indicators Data Validation Specialist for the USAID GHSC-PSM project. This role involves validating surveys across various countries to ensure contraceptive security through quantitative and qualitative analysis, requiring strong communication skills and data validation expertise over a short contract period.
Chemonics seeks a short-term consultant to serve as a Contraceptive Security Indicators Data Validation Specialist for the USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project. GHSC-PSM is the primary vehicle through which USAID 1) procures and provides health commodities, 2) provides technical assistance to improve partner countries’ management of the supply chain, and 3) collaborates with key international stakeholders to support global health initiatives.
The consultant will support contraceptive security activities under the GHSC-PSM Population and Reproductive Health (PRH) TO (TO3). The globally recognized concept of contraceptive security (CS) is the condition where everyone is able to choose, obtain, and use a wide range of high-quality and affordable contraceptive methods, when they need them, for family planning and the prevention of sexually transmitted diseases. Multiple factors across several sectors contribute to the availability and accessibility of contraceptives within countries, including political commitment, financial capital, partner coordination, capacity, client demand and utilization, product quality, and commodity availability.
GHSC-PSM continues to conduct the Contraceptive Security Indicators Survey every other year, following on USAID’s collection of this data since 2009. GHSC-PSM last conducted the survey in 2021 and received surveys from 45 countries. This year, GHSC-PSM is disseminating the survey to approximately 50 countries, including both GHSC-PSM presence and non-presence countries. Once collected and validated, data will be analyzed and disseminated to various audiences and stakeholders to support program management and advocacy efforts in each country and globally.
The consultant will be responsible for working with country-based data collection leads in up to 7 – 10 countries to validate the Contraceptive Security Indicators surveys. The survey is comprised of qualitative and quantitative questions divided into the following eight sections :
Each section and its accompanying indicators, their purpose, and data collection methodology are explained in the Data Collection and Usage Manual (which will be provided to the consultant). Respondents are requested to answer the questions through a combination of drop-down menus and free text spaces in the Excel questionnaire, as well as selecting the most accurate description of the data source used in the columns on the right. The data comes primarily from key informant interviews with representatives of the government and other sectors within the country. Training will be provided to the consultant, along with a validation checklist with links to various secondary sources for validating the data.
