Opportunity (Part-Time): Continuity of Government/Continuity of Operations Subject Matter Expert (SME)

Bottom Line Up Front:
Hoplite Group is seeking a Continuity of Government (COG)/Continuity of Operations (COOP) Subject Matter Expert (SME) to support a U.S. Government capacity development program focused on developing a governance framework that ensures continuity of essential government functions during crisis and conflict.


Location:Remote support (CONUS) and forward engagements (OCONUS) as part of a U.S. Government team.

Level of Effort:
  • Pre-Engagement:Approximately 30–40 hours/month.
  • Engagement:Next in-person engagement scheduled for 25-28 June 2025 (Approximately 80 hours/month during engagement months).
  • Post Engagement:Support as needed.

Availability:Immediate

Objective: To support the development of a national Continuity of Government/Continuity of Operations (COG/COOP) framework, including directives, policy documentation, training, planning workshops, and exercises.

SME Qualifications:
  • 15+ years of experience in Emergency Management, preferably experience supporting FEMA’s Office of National Continuity Programs.
  • Experience writing, training, and exercising Continuity of Government and Continuity of Operations plans.
  • Experience with national-level all hazards and incident specific planning, threats and hazard identification and risk assessment, planning workshops and tabletop exercises.
  • Expertise with either consequence management exercises, with optional experience working with Continuity of Government/Continuity of Operations.
  • 10+ years of relevant federal (e.g., DHS components) and/or military (field grade or higher) experience (e.g., Army, Navy, Marines)
  • Experience with maritime and port operations (preferred)
  • Experience supporting at least one of the U.S. Combatant Commands (preferred)
  • U.S. DoD Secret Clearance required.
