Duties
Summary
The United States Capitol Police (USCP) safeguards the Congress, Members of Congress, employees, visitors, and Congressional buildings and grounds from crime, disruption, and terrorism. We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe, secure and open environment.
Responsibilities
This position is located within the Containment Emergency Response Division (CERD),Operational Services Bureau (OSB). CERD provides specialized response capabilities for eventsthat require heightened protective measures.
As aCERD Technician, you will:
o Perform tactical operations to safeguard Members of Congress, employees, and visitors to theU.S. Capitol Grounds and facilities and to safeguard against damage, terrorist activity, and/or theft.
o Perform law enforcement and emergency response activities that require quick assessment of conditions and elements.
o Make determinations between established alternatives such as the kinds of action to take andthe level of force to use.
o Provide tactical coverage during emergency situations.
The results of this vacancy announcement selection process will be used to fill positions withinthe OSB-CERD. More than one selection may be made from this vacancy announcement. Theselection list for this vacancy announcement will be active for a period of 24 months from thedate of approval of the selection memorandum.

Requirements
Must be a current USCP Officer below the rank of Sergeant. Must have attained the rank of Private with Training and have completed your probationary period by the closing date of this announcement. Must be able to obtain and maintain a Top Secret security clearance. Must possess and maintain a valid U.S. driver's license. Must be able to obtain and maintain required CERD certifications. Must successfully complete all required training, i.e., CERD Firearms Course and CERD Basic Course. Must be able to obtain and maintain a government-issued travelcard. Must satisfactorily pass INOV A physical and respiratory fit test to wear a gas mask. Must be willing to accept any collateral CERD duties as assigned such as Counter Sniper, Breacher, Instructor, EMT, Training Coordinator, etc. To obtain the rank of Technician, candidate must have attained the rank of Private First Class (PFC) and satisfactorily completed the probationary period outlined in this vacancy announcement under the Additional Information section.
Qualifications
Allapplicants must meet the following eligibility factors in order to beconsidered for the position of CERD Technician:
1.Must be a USCP Officer below the rank of Sergeant and must have attained the rank of Privatewith Training and have completed your probationary period by the closing date of thisannouncement.
2. Must not be in restricted leave status as of the selection date.
3. Must possess and maintain a valid U.S. REAL ID driver's license.
4. Must be in full and unrestricted duty status as of the selection date unlessotherwise authorized by law (e.g., performance of duty injury, Family andMedical Leave Act (FMLA), or Uniformed Services Employment and ReemploymentRights Act (USERRA)).
5. Must be able to take part in the USCP RespiratoryProtection Program.
6. Must be available to work flexible working hours, as well as extended hours.
7. Must be able to travel to attend training and support USCP protectiveoperations.
8. Must be able to travel on commercial, military, andprivate airplanes; boats; helicopters; trains; buses; and automobiles.
9. To obtain the rank of Technician, candidate must haveattained the rank of Private First Class (PFC) and satisfactorily complete theprobationary period outlined in this vacancy announcement under the AdditionalInformation section.
RETENTION CRITERIA:
1. Must maintain a Top Secret SCI security clearance.
2. Must maintain a valid U.S. REAL ID driver's license.
3. Must maintain a government issued travel card.
4. Must maintain required CERD certifications.
5. Must maintain enrollment in the USCP Respiratory Protection Program.
6. Must pass an annual Physical Fitness Qualification (PFQ).

Additional information

How You Will Be Evaluated
The following selection process will be used to further assess candidates who have met the initial eligibility factors. Candidates must qualify under each phase to be considered in subsequent phases. Phase I: Initial Qualification - The OHR will conduct an eligibility factor review as outlined in this vacancy. In consultation with the OHR, a review of each candidate's resume and Knowledge, Skills and Ability (KSA) assessment will be conducted by an appointed assessment panel. Phase II: unscheduled leave - Unscheduled leave will be evaluated by the OHR. Phase III:Eligible candidates will be scheduled for the National Tactical Officers Association (NTOA) PFQ. The Final PFQ score will count toward the candidate's overall ranking in the selection process. A complete description of the PFQ is located in the Next Steps section of this vacancy announcement. Phase IV: Eligible candidates will complete the CERD Qualification Combat Pistol Course and must pass with a qualifying score of 385 or higher in order to continue in the selection process. The qualification score will count toward the candidate's overall ranking in the selection process. Phase V: Structured Interview - Candidates eligible for Phase V will be scheduled for an oral interview. Results of this selection process will be used to recommend candidates to the hiring manager who is the final selecting official. The OHR will conduct adisciplinary action review to determine if there are pending investigatory and/or disciplinary matters, which will be made known to the selecting official. Prior to making their selection, the selecting official will review any available Department documents, to include application documents, each candidate's complete career disciplinary record, and results of selection process phases, and may, at their discretion, conduct additional interviews with all recommended candidates, if necessary. The selecting official may, at their discretion, not select a recommendedcandidate for reasons such as: 1. Substandard performance; 2. Serious sustained misconduct; and/or 3. Pending investigatory and/or disciplinary matters internally or externally. All aspects of the process are subject to the Department's legal review. All final recommendations are subject to final approval of the Chief of Police. The selection list will be valid for two years from the selection memo date.

Applicants will be notified via internal USCP e-mail of their status at the conclusion of each phase of the selection process described in this vacancy announcement. NTOA PFQ: The NTOA PFQ consists of 5 tests designed to measure a candidate's personal fitness abilities and expectations to be successful through the selection process. An administrator will walk all the candidates through the course and explain exactly what they will be expected to do prior to taking the PFQ for their qualification score. Final scores will be recorded and count toward the candidate's overall ranking in the selection process. Each component must be tested in the order presented below, and 3 minutes of recovery is required between tests: Test 1: 800-Meter Run (1/2 mile) - Performed in training uniform and boots. Test 2: 400-Meter Run (1/4 mile) - Performed with a 25-lb. object in each hand; 20-lb. vest; and gas mask (no filter). Performed in training uniform and boots. Test 3: Burpees - Candidate begins from the starting/standing position and must lower chest and hips to the ground. Complete with vertical jump and full hip and knee extension along with arms extended overhead. Performed in training uniform and boots. Test 4: Squats - Candidate begins from the starting/standing position and must descend hip lower than the knees at the bottom ("below parallel"). Complete at the top with full hip and knee extension. Performed wearing a 20-lb. vest, gas mask (no filter), and training uniform and boots. Test 5: Pull-Ups - A forward or reverse grip is acceptable. The first 5 pullups must begin with arms fully extended at the bottom of the hang, with both feet off the ground. Firearms Qualifications Assessment Training: Satisfactory completion of an introductory CERD Firearms Training Course in which candidates will become familiar with and qualify with weapons currently used by CERD operators. Candidate must pass with a qualifying score of 425 or higher for the handgun portion and 450 for the rifle portion. CERD Basic Training Course: Satisfactory completion of the CERD Basic SWAT training course, or an outside agency SWAT school, or both as determined by the CERD Commander before candidate will be officially assigned to CERD.
