Atlas seeks an experienced Contractor Quality Control (CQC) Manager to lead the federal three-phase QC program on complex, ground-up lab and research facilities. The role requires coordinating submittals, testing, inspections and commissioning while maintaining safety leadership on site.
Ideal candidates have 10+ years in QC/PM roles on large-scale projects, with USACE/NAVFAC experience and EM 385 1 1 SSHO certification.

Atlas delivers Contractor Quality Control management on complex federal construction projects ground up multistory buildings that can include structural steel and mass timber high performance envelopes advanced mechanical electrical plumbing systems and specialized research or laboratory facilities often pursuing LEED and the Federal Guiding Principles The CQC Manager leads the federal three phase quality control program end to end preparatory initial and follow up control submittal and materials management testing and special inspection coordination and commissioning support while serving as the on site Site Safety and Health Officer Success is a fully compliant well documented quality program that earns Government acceptance the first time and delivers systems that perform on turnover
Establish implement and manage the Contractor Quality Control CQC program per the federal contract quality requirements UFGS three phase control FAR 52246 12; maintain a physical presence at the work site at all timesLead the three phases of control preparatory initial follow up for each Definable Feature of Work; conduct weekly QC meetings and the coordination and mutual understanding meetingReview and approve submittals; manage the submittal register and source factory QC including Government approval G itemsEnsure inspection and testing are performed; coordinate the accredited testing laboratory independent testing certification agencies and the Special Inspector Special Inspector of RecordManage hold and witness points and 7 and 14 day notifications to the Government QAR; issue Certificates of ReadinessMaintain daily CQC reports the deficiency rework NCR list root cause and corrective actions training and certification logs and as built documentationServe as the Site Safety and Health Officer SSHO under EM 385 1 1; support LEED sustainability and indoor air quality requirementsCoordinate whole building and building enclosure commissioning with the Government led Commissioning Provider; support functional performance testing and closeout
Youll thrive here if you have Bachelors degree in Construction Management Engineering or a related field or equivalent additional experience in lieu of a degreeMinimum 10 years combined experience as Project Superintendent QC Manager Project Manager Project Engineer or Construction Manager on similar size and type construction contracts that included the major trades of the assigned projectMinimum 2 years experience as a Contractor QC ManagerAdditional directly relevant years accepted in lieu of a degree; advanced credentials PE PMP a plusFederal three phase quality control experience USACE NAVFAC UFGS strongly preferredStrongly preferred experience as QC Manager on a new ground up multistory laboratory research or similarly complex technical building exceeding 15000 SF substantially completed within the last 8 years federal preferred plus hands on MEP laboratory airflow and building control systems experienceFamiliarity with EM 385 1 1 and ability to serve as SSHO hazard identification safety compliance and sustainabilityAbility to obtain and maintain federal facility site access; must read write and speak fluent English contract requirementCertifications USACE Construction Quality Management CQM for Contractors current or obtainable within 90 days of award required; OSHA 30 and EM 385 1 1 SSHO qualification required; CESCL ICC ACI or specialty QC HDPE fusion coatings inspection a plusAdministrative report writing daily QC reports three phase control documentation submittal registers NCR and corrective action tracking Certificates of ReadinessSoftware Procore submittals RFIs three phase control; Primavera P6 or MS Project schedule; MS Office; USACE RMS QCS a plusIndustry regulatory knowledge federal construction FAR 52246 12 UFGS EM 385 1 1 special inspections IBC ACI AISC and building commissioning; working knowledge of laboratory and specialized process life support systems ASHRAE 110 and NSFANSI 49 a strong plus
