Job summary

The Consumer Federation of America (CFA) seeks a full-time Program Manager to grow and implement America Saves programs, with a focus on expanding and modernizing America Saves for Young Workers (ASYW).

This is a two-year, grant-funded position through July 2028. The manager will lead curriculum development, partner engagement, program delivery, evaluation, and communications for ASYW and related initiatives.

Qualifications

• Bachelor's degree or AFC® is required.
• Two to five plus years of experience in financial education and empowerment, youth education, workforce development, nonprofit programs or related field.
• Strong project management, organizational, written, and verbal communication skills.
• Ability to manage multiple projects and deadlines independently.
• Experience developing educational content, managing partnerships, and coordinating programs.

The Consumer Federation of America (CFA), one of the nation’s leading nonprofit consumer advocacy organizations, seeks a full-time Program Manager to support the growth and implementation of America Saves Programs, with a primary focus on the expansion and modernization of the America Saves for Young Workers (ASYW) Program.

This is a two-year, grant funded position, with an anticipated employment period through July 2028. Employment beyond the grant funding period is not guaranteed and would be subject to the availability of additional funding and organizational needs.

The Program Manager will play a central role in the revitalization of ASYW, including curriculum and resource development, partner recruitment and engagement, program implementation, participant engagement, evaluation, and communications. The position will also contribute to broader America Saves initiatives throughout the year, including supporting planning and implementation of America Saves Week.

About CFA

The Consumer Federation of America is an association of non-profit consumer organizations that was established in 1968 to advance the consumer interest through research, advocacy, and education. Today, around 200 of these groups participate in the federation and govern it through their representatives on the organization’s Board of Directors.

About America Saves

America Saves, a campaign coordinated by the Consumer Federation of America; motivates, encourages, and supports households with low- to moderate-income to save money, reduce debt, and build wealth. The research-based campaign uses the principles of behavioral economics and social marketing to change behavior. Non‐profit, government, and corporate groups participate in America Saves nationally and through local, regional, and statewide campaigns around the country. America Saves encourages individuals to take the America Saves pledge and organizations to promote savings year-round and during America Saves Week. America Saves also supports veterans through Veterans Saves, designed to help veterans and their families build financial stability and security.

About America Saves for Young Workers

ASYW is a workplace-based financial education initiative designed to help young adults, particularly low-to-moderate-income young workers ages 14-24, establish positive financial habits at the beginning of their careers.

Through partnerships with employers, workforce development organizations, youth employment programs, and community-based organizations, ASYW provides practical, behavior-based financial education focused on savings, banking, direct deposit, spending and savings planning, emergency savings, and financial goal setting.

The goal is to reach 18,000 young workers over the 24-month grant period and help participants build financial confidence, establish savings behaviors, and strengthen their financial resilience.

Position Overview

The Program Manager will serve as the primary day-to-day staff lead for America Saves for Young Workers and will work closely with the Director of America Saves, Communications Manager, Development Director, and other CFA Colleagues to implement and grow the program.

The position will balance development and implementation with partner engagement, content creation, communications, data collection, and administrative responsibilities.

The successful candidate will be highly organized, collaborative, proactive, and comfortable managing multiple projects and deadlines. They should have a strong interest in financial education, financial resilience, youth employment, and helping young adults develop positive financial behaviors.

Position Responsibilities

Program Management

• Serve as the primary day-to-day staff lead for America Saves for Young Workers.

• Lead implementation of the ASYW program revamp, including curriculum, digital content, videos, and partner resources.

• Manage program timelines, deliverables, and day-to-day implementation.

• Monitor participation and engagement and recommend program improvements.

• Coordinate with internal staff, vendors, and partners to support program delivery.

Partner Engagement & Outreach

• Recruit and engage employers, workforce development organizations, youth employment programs, and community partners.

• Build and maintain relationships with ASYW partners.

• Support partner onboarding, training, technical assistance, and ongoing communications.

• Represent America Saves at relevant meetings, webinars, conferences, and events.

Content & Communications

• Develop accessible, behavior-based financial education content for young workers and America Saves audiences.

• Support the creation of blogs, webinars, videos, toolkits, partner communications, and other educational materials.

• Work with the Communications team to promote ASYW and highlight program successes.

Evaluation & Reporting

• Support participant enrollment, data collection, and pre-and post- program surveys.

• Track program participation and outcomes related to financial confidence and savings behaviors.

• Collect participant stories and partner feedback.

• Assist with annual impact and grant reporting.

America Saves Support

• Support planning and implementation of America Saves Week and other America Saves and Veteran Saves initiatives.

• Collaborate with America Saves staff and CFA colleagues on campaigns, events, and special projects.
