Background

Purpose Of Activity/ Assignment

UNICEF’s annual Quality Review of CPPs and CPDs provides an external assessment of the quality of the design processes and final documents that articulate the goals, results, and logic of Country Programmes. The review assesses all CPDs submitted to the Executive Board using a standard approach. The review informs guidance updates, capacity development, and country office practices.

Scope of Work and Key Deliverables

  • Design the review methodology based on CPP guidance for CPP/C PD processes.
  • Review planning processes of CPDs submitted to the 2025 Boards.
  • Update the Review Framework and scoring criteria in consultation with sectoral colleagues.
  • Review all CPDs presented to the Executive Board in 2025.
  • Prepare preliminary findings and draft a final report, a Compendium of Good Practices, a Methodology Paper, and present findings in two global webinars.

Phase and Timeline

Phase 1: Inception (November 2025) – orientation, desk review, risk management strategy, inception report. Deliverables by 30 Nov 2025 and 24 Dec 2025.

Phase 2: CPD and CPP Review (25 December 2025 – 24 January 2026) – review all CPDs and CPPs, enter scores and comments, identify good practices. Deliverables by 24 Jan 2026.

Phase 3: Synthesis Report (25 January – 29 March 2026) – develop the Synthesis Report and Annexes, Compendium of Good Practices, Database, Methodology Paper.

Phase 4: Presentation of Results and Finalisation (April 2026) – two webinars, final archive posted to UNICEF SharePoint by 15 May 2026.

Qualifications

Education: Master’s degree in the social sciences or a relevant field

Knowledge/Expertise/Skills:

  • At least 10 years of professional experience with evaluations, assessments, or reviews for international organizations.
  • Experience facilitating cross-sectional processes.
  • Familiarity with results-based management and UNICEF’s planning approaches.
  • Experience with UNICEF or UN is an asset; familiarity with UNICEF’s child rights mandate and programming principles is essential.
  • Data tooling capabilities to develop a project database (e.g., Tableau).
  • Strong teamwork, initiative, and ability to produce quality work with minimal supervision.
  • Excellent written and oral communication in English.

Requirements:

  • Completed profile in UNICEF's e-Recruitment system and upload of academic credentials.
  • Financial proposal detailing costs per deliverable and total lump sum (in US$).
  • Travel costs and daily subsistence allowance if applicable; other estimated costs as needed.
  • Indicate availability. Travel/other duties will be covered by UNICEF; health insurance may be required.
  • Payment upon satisfactory deliverables; UNICEF reserves the right to withhold payment for delays or substandard deliverables.
