Introduction

As conflict, violence, and natural disasters continue to rise, there is an unprecedented need to ensure the safety and protection of women and girls in fragile settings. There is a growing need to prevent and respond to gender-based violence (GBV) and meet the sexual and reproductive health (SRH) needs of diverse groups of women and girls. UNFPA, in partnership with the IRC, has been tasked with ECHO funding to enhance global capacity in GBV and SRH in emergencies (GBViE and SRHiE) by strengthening knowledge and skills to implement quality, integrated GBV and SRH programs. This partnership is exploring models for integrating GBV and SRH in emergencies, aiming to improve access to protection and SRH services for women and girls. These models will be incorporated into a UNFPA toolkit on GBV-SRH integration, building on pilot projects in Mali and Tanzania, and previous IRC learning in various countries.

Objectives

The main goal is to develop a guidance document that meets global standards on enhancing capacity in GBV and SRH in emergencies through knowledge and skills development for quality, integrated programs. This will involve creating a practical, evidence-based guidance document with recommendations on effective strategies for integrating SRH and GBV programming within humanitarian responses.

SCOPE OF CONSULTANCY

The Consultant will conduct a desk review of existing data from field evidence, desk reviews, evaluations, and country program experiences across IRC regions to develop interagency guidance for the SRH-GBV Integration Toolkit and a 2-page learning brief on women-led organization leadership. The Consultant will propose organized writing and compilation styles, utilizing desk reviews, key informant interviews, focus groups, and triangulation with existing data. The estimated timeline includes background preparation, remote data collection, compilation, validation, feedback incorporation, and finalization, totaling approximately 30 days.

Roles and Responsibilities

IRC will:

  • Provide resources and facilitate stakeholder engagement.
  • Review and provide feedback on drafts and final documents.

The Consultant will:

  • Manage all aspects of guidance development and writing.
  • Cover their own fees and tools required.

Reporting Arrangements

The Consultant will report to IRC WPE & SRH global practice leads and work closely with project teams and stakeholders.

Duration of assignment

Maximum of 30 working days, excluding weekends.

DELIVERABLES

  • Workplan, draft outlines, inception report, guidance documents, learning brief, and final reports, with specified page limits and content requirements.

The drafts will undergo review and feedback cycles, and the final products should include comprehensive methodology, findings, lessons learned, recommendations, and annexes.

REQUIREMENTS

  • Open only to individual consultants.
  • Proven track record in report writing and data use.
  • Extensive experience in GBV and SRH in emergencies.
  • Knowledge of global standards and guidance development.
  • Relevant academic qualifications preferred.
  • Fluent in English and French.
  • Experience with UNFPA, ECHO, and African emergency contexts advantageous.
