The Role

At Last Mile Health, we dig data. Do you have experience in monitoring, evaluation, research, and learning for international development organizations, emphasizing research, evaluation, and learning and experience working in global public health? If yes, you may be the right fit for our Learning and Evidence Consultancy.

As part of LMH’s commitment to strengthening a culture of evidence and learning, we are seeking qualified consultants to conduct topic-specific literature reviews aligned with our Learning Agenda and Evidence Base. The goal is to consolidate existing internal and external knowledge on priority topics and generate clear, actionable takeaways to inform program design, strategy, and adaptive decision-making. This work will contribute directly to LMH’s evidence base, hosted on Slite, by filling identified gaps in knowledge and aligning with our broader strategic learning themes and efforts.

Working with the Managing Director of the Global Monitoring, Evaluation, Research and Learning (GMERL) team and a core Working Group of country and global team representatives, the Consultant will have direct support in these exercises and have the opportunity to work autonomously and creatively in issues of method and process.

Background and Context

Since its inception, Last Mile Health has produced significant research and publications, generating evidence about what works in the global health and community health worker sectors. As the organization has expanded from operations in Liberia to programming in Sierra Leone, Ethiopia, and Malawi, that emphasis on research and learning has continued. The Global Monitoring, Evaluation, Research and Learning (GMERL) team has now evolved to provide technical support, guidance, standards and quality oversight across these country teams. GMERL also works closely with other global teams (e.g., Health Systems Strengthening, Program Strategy and Performance, etc.) to develop standards, resources, tools and practices to promote high-quality program design, implementation, monitoring and evaluation. At the same time, internal and external learning continues to be a priority in LMH’s newest strategy, with a strategic emphasis on evaluating the outcomes, impact and cost-effectiveness of our work.

Currently, the GMERL team consists of a Managing Director, a Director of MERL Technical Support, 2 Senior Data Analysts, a MERL Officer, and a Data Systems team responsible for the development and maintenance of a Data Portal for managing program-related data. There is a need for some temporary support to help build out some foundational work on existing internal and external evidence, developed in formats that can be easily accessed and used by staff. This includes developing a Learning Agenda and organizational learning practices.

Scope of Work

The following scope of work describes the key tasks to be accomplished through this consultancy (subject to change depending on timing and external events).

TASK 1

Collation of Existing Resources (Review and organize internal evidence, reports, papers, and publications available through LMH’s Slite evidence base and other shared folders.)

Deliverable: Internal resource map or reference list (annotated where possible)

TASK 2

Conduct a Literature Review (Identify and analyze relevant peer-reviewed and grey literature (including systematic reviews, working papers, technical reports, and case studies) from credible global and regional sources and apply a gender- and equity-sensitive lens, where applicable.

Deliverable: Literature review summary document

TASK 3

Expert Review & Relevance Check (Submit a draft annotated bibliography or summary of findings to LMH for review, Participate in a short review call with LMH’s internal technical leads from Global Monitoring Evaluation Research and Learning and Health Systems Strengthening to validate the relevance and completeness of the literature reviewed.)

Deliverables: Participation in at least one review or validation meeting

TASK 4

Deliver Summary Brief (Produce a 2-page synthesis brief, including Key takeaways, Implications for LMH’s work, Recommendations for LMH opportunities, and suggested studies)

Deliverables: Two-page synthesis brief in LMH’s template
