Deloitte’s GPS Government and Public Services (GPS) practice is seeking a Consultant, Java Developer specializing in Integrated Eligibility. You will work on the GPS HST Technology team, supporting implementations, operations management, and software development initiatives for public sector clients in a fast-paced environment.
Ideal candidates have 4+ years of hands-on Java/J2EE, Spring Boot, Spring Batch, Hibernate experience, and strong REST/XML/JSON skills.

As a Project Delivery Consultant on the GPS HST Technology team, you will be responsible for:
Support Implementation and Operations Management best practices while taking ownership of tasks and/or project workstreams and guiding more junior professionals
Support and/or lead workstreams on engagements related, but not limited, to Systems Implementation, Operations & Maintenance, Helpdesk Operations and Software Application Development & Maintenance
Contribute to deliverables and review the work of others for quality and accuracy
Demonstrate an understanding of the client environment and overall project scope
Responsible for the client and team management including value creation activities
Ability to manage and prioritize multiple tasks in a fast-paced and dynamic environment
Deloitte’s Government and Public Services (GPS) practice is designed for impact. Serving federal, state, and local government clients, as well as public higher education institutions, the team brings experience in strategy, technology, and operations to help clients address complex mission challenges. Within this environment, GPS HST Technology professionals support programs that improve service delivery, operational effectiveness, and constituent outcomes.
4+ years of hands-on Java/J2EE, Spring Boot, Spring Batch, Hibernate, and related frameworks
Experience with web services (REST, SOAP), XML/JSON processing, and relational databases (Oracle, SQL Server, PostgreSQL)
Skilled in in interface and data exchange design using Java/J2EE and REST services — including defining data mappings, control points and error handling for inbound/outbound integrations
Experience with enterprise application servers, specifically IBM WebSphere Application Server (WAS)
Strong understanding of data structures, APIs, debugging, version control, system design concepts (scalability, reliability, security, integrations)
Proficiency with Oracle Policy Automation (OPA): building and maintaining decision services, rule models, and workflows for eligibility determination logic. o Experience with batch processing frameworks (Spring Batch) and secure data exchange protocols
Ability to travel 0 - 10%, on average, based on the work you do and the clients and industries/sectors you serve
State public assistance system experience that supports eligibility and benefits determination and case management
Experience building or supporting integrated eligibility systems (Medicaid, SNAP, TANF, or comparable)
Hands-on experience with eligibility rules engines, including configuration, rule authoring, and integration with case management workflows
