Job description

The Construction System Owner – Electrical & Instrumentation provides field-based technical oversight and construction coordination for electrical distribution, control systems, and instrumentation installations during the construction phase of a large pharmaceutical project.

The role confirms electrical and instrumentation installation readiness and alignment with approved IFC drawings, technical specifications, validated submittals, and applicable GMP requirements. Interface with Client SME where necessary.

Acting as the electrical and instrumentation discipline technical authority in the field, the role focuses on resolving installation constraints, coordinating cross-trade interfaces, and escalating issues that may impact system functionality, construction progress, or commissioning readiness.

The role supports:

  • System energization and commissioning readiness of systems by ensuring electrical and instrumentation installations are integrated and prepared for testing and startup activities.
  • Manage operational systems/Areas (As GFD), Post MC and yet to achieve TCCC. Building-Specific System TCCC, and CO (Certificate of Occupancy) alignment, and sets the resourcing and governance required to manage Non-CQ/CQ systems between MC and TCCC across a multi-building campus.

Construction quality inspection and formal acceptance activities remain the responsibility of the Construction Quality organization, albeit there are overlaps where specific task need assistance.

Approvals on First in place installations, with buy in form client SME where required.

2.0 ACCOUNTABILITIES
  • Serve as the electrical and instrumentation discipline technical point of contact to the Project Manager and project leadership for construction coordination, system integration, and readiness.
  • Confirm that electrical and instrumentation installations align with: Technical specifications and validated submittals; Applicable GMP and regulatory expectations.
  • Identify and escalate installation constraints or risks that may impact: System functionality and operability; Commissioning and qualification activities; Maintain and operate Post MC NON CQ systems and Non CQ areas.
  • Support project with piping works post MC via proposed SWOT team.
  • Support coordination between electrical and instrumentation systems and other disciplines including process equipment, mechanical systems, automation systems, and CSA infrastructure.
  • Provide updates to project leadership on installation progress, integration readiness, and emerging risks.
  • Supporting regular meeting cadence, and reporting.
3.0 RESPONSIBILITIES
  • Provide field-based technical oversight of electrical and instrumentation installations, including power distribution systems, control panels, field instruments, and associated cabling.
  • Confirm installation readiness of electrical systems including switchgear, MCCs, transformers, cable trays, and field devices.
  • Identify constructability issues, installation conflicts, or access constraints and escalate through the project governance structure.
  • Coordinate interfaces between electrical systems, instrumentation, automation systems, and process equipment.
  • Support coordination of cable routing, device installation, and system integration across multiple construction trades.
  • Maintain field observation records documenting installation progress and interface challenges.
  • Participate in coordination meetings to communicate installation observations and integration issues.
  • Support readiness for energization and commissioning by confirming installations are integrated with associated systems.
  • Participate in system walkdowns and readiness reviews, identifying incomplete installation items and supporting punch list resolution.
4.0 COMPETENCIES
  • Bachelor’s degree in Electrical Engineering, Instrumentation Engineering, or related engineering
  • 10+ years of field experience supporting electrical and instrumentation system installation on large pharmaceutical or GMP-regulated capital projects.
  • Strong knowledge of applicable codes and standards including NFPA 70 (NEC), IEC standards, Atex, and instrumentation best practices.
  • Experience with electrical distribution systems, including switchgear, transformers, MCCs, UPS systems, and emergency power systems.
  • Experience with instrumentation and control systems, including field instruments, control panels, signal wiring, and loop verification.
  • Experience supporting system inspections, energization readiness, commissioning preparation, and turnover documentation.
  • Strong understanding of GMP construction practices and documentation requirements.
  • Ability to identify installation risks, technical deviations, and quality concerns within complex projects.
  • Effective collaboration with engineering teams, contractors, CQV teams, automation teams, and project leadership to support resolution of technical issues.
