JOB DESCRIPTION

Performs constuction implementation at multiple locations for Liquid Natural Gas and Liquid Propane Gas Plants located in the St. Paul, MN and Eue Claire, WI areas. Responsible for construction coordiation with suppliers and contractors as necessary to complete the project safely within scope, on time and within budget. Ensures all individuals working on site meet the knowledge, training and operator qualification requirements for the respective location. Gathers material receipts to adequately account against financial requirements. Provides safety overight and observations. Coordinates additional safety needs with safety team. Clearly articulates daily work activity risk with plant operations and ensures all proper site permits and agency permits are in place prior to starting work. Coordinates inspections per project requirements with associated inspectors and/or inspection company's. Develops requests for information as necessary for obtaining clarity as needed to ensure proper work scope and acceptable execution. Uses established forms and templates to track progress of the project and information deliverables. Utilizes projec SharePoint for data storage. Documents progress with daily reports and photographs to accurate portray status and issue management. Obtains and documents changes in design or decisions along with coorespondence on the individaul or postition that made the decision or change.

Manages the entire project lifecycle from project definition through implementation. Accountable for meeting agreed upon scope, cost, schedule and quality measures. Develops project plan and drives project milestones. Establishes effective communication plan with project team and key stakeholders. Provides day-to-day direction to project resources and ensures the project teams are provided the resources and support that enable the teams to reach their defined objectives. Ensures effective change management occurs throughout the course of the project. Responsible for preparation of documentation and status reports. Role requires excellent oral and written communications, interpersonal, negotiation, project planning, judgment, leadership, decision‑making, analysis and problem‑solving skills. Knowledge of construction project best practices.

Role Overview

This role performs construction implementation at multiple Client and LPG facilities, primarily at the Westcott Plant in Eagan/St. Paul, MN, with a secondary location at the Black Avenue facility in Eau Claire, WI. The Construction Supervisor II is responsible for coordinating construction activities with contractors and suppliers to ensure work is completed safely, within scope, on schedule, and within budget.

Key Responsibilities
  • Oversee construction activities at Client and LPG facilities and implement engineering documents provided by external engineering firms.
  • Coordinate contractors, inspectors, and suppliers; ensure drawings are properly administered in the field.
  • Ensure all site personnel meet training, knowledge, operator qualification, and PHMSA drug and alcohol requirements.
  • Provide safety oversight, conduct field observations, and coordinate additional safety needs with the safety team.
  • Ensure all site, operational, and agency permits are in place prior to starting work.
  • Track materials, collect receipts, and support financial reconciliation.
  • Support RFIs and document field changes in coordination with the Project Manager.
  • Coordinate inspections and maintain required inspection documentation.
  • Maintain documentation using standard templates, SharePoint, daily reports, and photographs.
  • Manage the project lifecycle from definition through implementation and support change management.
Work Environment & Schedule

This is a fully onsite, field‑based role supporting regulated Client/LPG facilities. Standard work hours align to a 40‑hour work week, with overtime as needed based on project phase or site conditions. Construction activities must be carefully coordinated around plant operations, especially during vaporization season. PPE includes hard hat, high‑visibility vest, gloves, and safety footwear; a one‑time boot allowance (~$75) is approved.

Candidate Profile
  • 4–8+ years of relevant construction supervision or construction management experience.
  • Prior experience working in industrial or regulated environments such as Client, LPG, or high‑pressure gas facilities.
  • Strong safety mindset with authority to stop work if unsafe conditions exist.
  • Self‑motivated and able to work independently, particularly when supporting the Eau Claire site.
  • Strong communication, documentation, problem‑solving, and decision‑making skills.
  • Construction management or engineering education preferred but not required; experience is primary.
