Job summary

Responsibilities

Weston Solutions is seeking a qualified Construction Manager/Site Superintendent III to support a planned electrical substation repair project at Hanscom Air Force Base in Bedford, Massachusetts. This is a contingent position supporting a multi-year federal infrastructure design-build project anticipated to last approximately two years. Field work is expected to begin in summer 2027.

The selected candidate will be responsible for directing and coordinating field construction activities, administering subcontractor performance, maintaining project schedules, monitoring costs, and ensuring safe project execution. The Construction Manager/Site Superintendent will serve as the primary on-site representative and work closely with the Program Manager, Project Manager, Site Engineer, subcontractors, and client representatives to successfully deliver the project.

Preference will be given to candidates residing within commuting distance of Bedford, MA.

Expected Outcomes
  • Manage and coordinate all aspects of field construction activities associated with the Hanscom AFB substation repair project.
  • Direct daily site operations to ensure work is completed safely, efficiently, and in accordance with contract requirements.
  • Lead field execution of medium-voltage electrical construction, including 15 kV switchgear, transformers, duct banks, manholes, MV cabling, grounding, controls, and associated civil work.
  • Verify field conditions and existing utilities prior to construction and identify conflicts between existing conditions and design documents.
  • Review construction plans, specifications, shop drawings, schedules, and technical documents.
  • Review constructability of design elements and provide recommendations to improve project execution.
  • Coordinate with the Designer of Record (DOR) to identify and resolve field design, constructability, and coordination issues, and participate in the preparation, review, tracking, and resolution of Requests for Information (RFIs).
  • Coordinate construction sequencing to maintain continuous mission-critical electrical service and minimize impacts to Hanscom AFB operations.
  • Coordinate and oversee electrical outages, feeder cutovers, temporary power, switching activities, and energization, ensuring work is performed in accordance with approved outage and switching plans.
  • Coordinate with government representatives, utility stakeholders (Eversource), subcontractors, and other third parties related to construction activities.
  • Participate in outage coordination meetings, preparatory meetings, progress meetings, and commissioning meetings.
  • Assist in preparing subcontractor bidder lists and support subcontractor procurement activities.
  • Participate in bid evaluations and provide recommendations regarding subcontractor selection.
  • Coordinate, schedule, and oversee subcontractor activities to maintain project milestones and schedule requirements.
  • Review subcontractor work plans, schedules, safety plans, and quality control procedures.
  • Develop and maintain detailed three-week look-ahead schedules in coordination with the Project Manager and subcontractors.
  • Coordinate electrical equipment delivery, rigging, storage, installation, testing, startup, and commissioning.
  • Perform daily reporting of labor, material utilization, and production quantities for cost and schedule tracking.
  • Monitor approved budgets against actual job costs, productivity metrics, and forecasted expenditures with the Program Manager.
  • Identify scope changes and change order conditions and provide supporting documentation.
  • Assist project management in reviewing and approving subcontractor invoices.
  • Coordinate with the Site Safety and Health Officer and enforce project safety requirements, including LOTO, electrical safety, arc-flash requirements, confined-space entry, excavation/trenching, crane/rigging activities, and energized-work restrictions.
  • Coordinate closely with the Quality Control Manager to ensure construction activities comply with approved plans, specifications, submittals, contract requirements, and the project Quality Control Plan.
  • Maintain accurate reports, field logs, meeting notes, testing, inspection documentation, and project records.
  • Support project closeout activities and final project documentation.
  • Perform other duties as assigned by the Program Manager and Project Manager.
Knowledge/Skills/Abilities

  • Experience supervising heavy civil, utility, LV/MV electrical infrastructure, industrial, federal, or remediation construction projects.
  • Experience coordinating multiple subcontractors and trade disciplines.
  • Strong working knowledge of electrical utility and MV power substation construction practices preferred.
  • Knowledge of electrical equipment installation, testing, startup, and commissioning processes, including switchgear, transformers, protective relays, and MV cables
  • Ability to interpret plans, specifications, schematics, and construction documents.
  • Ability to verify grades and elevations using survey and laser equipment.
  • Strong understanding of construction safety requirements and hazard recognition.
  • Knowledge of OSHA regulations and construction safety best practice.
  • Strong organizational, interpersonal, and problem-solving skills.
  • Ability to prioritize competing responsibilities and adapt to changing project needs.
  • Customer-focused with the ability to effectively manage client expectations.
  • Self-starter capable of working independently while leading field teams.
  • Ability to manage multiple tasks under demanding schedule requirements.

Education/Training
  • Bachelor’s degree in construction management, Engineering, or a related field preferred.
  • Minimum of 8-12 10 years of construction management, superintendent, or field leadership experience.
  • Demonstrate experience managing medium-voltage electrical infrastructure, substations, switchgear, transformers, utility coordination, and planned electrical outages/cutovers. Federal/DoD construction experience is strongly preferred.
  • Experience working on U.S. Department of War, AF, USACE, NAVFAC, or other federal construction projects preferred.
  • 40-Hour HAZWOPER Certification or current 8-Hour Refresher Certification.
  • Current CPR/First Aid Certification.
  • Valid Driver's License and reliable transportation.
  • Ability to obtain and maintain installation access credentials as required for work at Hanscom Air Force Base.
  • OSHA 30-Hour Construction Safety Certification required.
