Job summary

PVT is seeking a Construction Specialist I at its Corporate Office to perform construction, replacement, removal and repair of cable and wire facilities across our service areas. The role requires climbing poles, operating heavy equipment, installing or repairing buried and aerial cables, maintaining right-of-way, and adhering to safety rules while delivering dependable service to subscribers.

Qualifications

  • High school diploma or GED required; 1+ year in construction/telecom.
  • Experience operating heavy equipment (backhoe, trencher).
  • Ability to read staking sheets and interpret diagrams.
  • Valid NM driver’s license or ability to obtain one; clean driving record.
  • Strong safety mindset and adherence to regulations.

Responsibilities

Construction Specialist I
Position Description

Department: Plant & Operations

Reports To: Construction Supervisor

Location: Corporate Office

Status: Hourly

FLSA: Non-Exempt

General Summary:

The Construction Specialist I is responsible for the construction, replacement, removal and repair of cable and wire facilities throughout the Peñasco Valley Telephone Cooperative, Inc. and its subsidiaries service areas.

Essential Job Functions:
  • Receives and interprets staking sheets, indicating how cable is to be placed.
  • Installs direct buried cable using digging and trenching equipment; puts protectors on customer houses.
  • Maintains right-of-way and restores all disturbed surfaces, such as concrete, paved surfaces, dirt, and gravel roads; trims trees and performs other landscaping duties as necessary.
  • Performs various aerial duties, including climbing poles, installing or removing cable, installing Messenger strands and lashing telephone cable around messenger strands, transferring cable and equipment to new poles and increasing or decreasing slack when required.
  • Performs duties necessary to construct towers and install microwave radios.
  • Grounds and labels new pedestals when installed.
  • Installs central office feeder and distribution cable.
  • Installs protectors and demarcation devises in customer premises and ground wire in pedestals.
  • Operates automotive and construction heavy equipment; performs other assigned duties related to cable placement.
  • Uses tools and work equipment, including hoisting, digging and trenching equipment properly; insures that all tools and equipment are in good working order; maintains and reports defective tools or equipment in need of replacement.
  • Submits time reports, mileage, material check-outs and check-ins and other clerical forms or other required procedures.
  • Identifies and counts groups of cable pairs; prepares the groups for splicing or termination.
  • Maintains cable system by testing to locate trouble, opening cable to repair or replace defective sections using splicing techniques and closing and sealing cable.
  • Performs testing on completed splices or terminations to insure dependable service.
  • Supports cable, splice closures and distribution stubs as necessary.
  • Transfers customer service from one cable and/or terminal to another.
  • Assists in the installation and repair of fiber optic cable, buried and aerial.
  • Assists in the construction and repair of CATV cable, buried or aerial.
  • Complies with all RUS specifications, industry standards, safety rules and regulations and company policies.
  • Uses safety equipment; utilizes safety practices; attends and participates in all designated cooperative safety and training meetings; abides by the company’s safety manual.
  • Places a premium on customer satisfaction; and makes every attempt to perpetuate the cooperative’s PVT and its subsidiaries positive image in all subscriber customer related service activities.
  • Completes other duties as needed.

Must be willing to be on call after hours and weekends on a rotation with other employees.

Other Responsibilities:
  • Other duties as assigned by Management.
Knowledge, Skills & Abilities:

Construction industry knowledge and experience needed; familiar with telecommunications industry; familiar with computers. Able to operate heavy equipment such as backhoe and trencher; able to climb telephone poles; able to differentiate between colors; possess basic computer skills; ability to listen and follow instructions; ability to listen to customer needs or complaints communicates effectively orally; professional in all circumstances with the customers; team player.

Education and/or Experience:

High School diploma or GED. Construction, Telecommunications, or related field, with a minimum of one experience in the construction industry. Experienced in operation of heavy equipment.

Certifications, Licenses, Registrations:

Must have, or be able to obtain, and maintain a valid New Mexico state driver’s license, have an excellent driving record and be insurable under the Company’s insurance policy.

Other Qualifications and/or Credentials:

Must be or get certified in heavy equipment operation. CDL preferred or able to eventually obtain CDL.

Working Conditions:

Exposure to elements such as noise, dust, cold/heat, and traffic or interruptions. Some elements present which make conditions less desirable than usually found in an office. The normal noise level is quiet in the office environment and may be moderate to loud in outside conditions. Somewhat disagreeable working conditions due to the continuous exposure to one or more of the elements listed above. Exposed to one element continuously or several elements occasionally, but usually not at the same time.
