Job Title

Construction Site Safety and Health Officer

Job Summary

The Site Safety and Health Officer (SSHO)/Site Safety Manager position will assist in the development of and implement site-specific health and safety plans, enforcing policies, assessing risk, and ensuring compliance with legal guidelines for a start-up construction company. Work will be performed primarily at a project location near Tuscaloosa, AL and within the Southern United States (Texas, Oklahoma, Louisiana, Mississippi, Alabama, Georgia, Arkansas, Florida). General construction work will include: building renovations and repair; new construction; pre-construction services, IT and physical security upgrades; electrical, plumbing and HVAC; and demolition. Civil and utility work will focus on specific electrical and underground water infrastructure (e.g., potable water, storm, sewer) and all associated earth moving services.

The SSHO/Site Safety Manager is responsible for the management of the Contractor Health and Safety Program (for purposes of this requirement, the Health and Safety Program is equivalent to Safety and Occupational Health Program in EM 385-1-1,U.S. Army Corps of Engineers Safety and Health Requirements Manual). The SSHO shall have the minimum qualifications set forth in EM 385-1-1.

The SSHO/Site Safety Manager supports internal department development of the safety program for standard operating procedures (SOPs), deliverables, subcontractors, employees to embed the safety culture of Zero accidents in the company. The employee will help improve and/or develop internal safety and quality control policies. The SSHO/Site Safety Manager will oversee the subcontractors and safety specialists in support of project managers, site superintendents and their construction projects. The SSHO/Site Safety Manager will conduct training, investigate incidents, and provide recommendations for improvement, aiming to create a safe and compliant workplace environment. The employee will maintain company safety records and training records for OSHA compliance.

Essential Functions and Responsibilities

Duties include:

  • Ensure that the requirements of 29 CFR 1926.16 are met for the project
  • Develop and execute health and safety plans in the workplace according to OSHA guidelines and EM385-1-1
  • Must be at the work site at all times to implement and administer the Contractor's safety program and Government-accepted Accident Prevention Plan
  • Conduct daily safety and health inspections and maintain a written log which includes area/operation inspected, date of inspection, identified hazards, recommended corrective actions, estimated and actual dates of corrections. Attach safety inspection logs to the Contractors' daily production report.
  • Conduct mishap investigations and complete required accident reports. Report mishaps and near misses.
  • Use and maintain OSHA's Form 300 to log work-related injuries and illnesses occurring on the project site for Prime Contractors and subcontractors and make available to the Contracting Officer upon request. Post and maintain the Form 300A on the site Safety Bulletin Board.
  • Maintain applicable safety reference material on the job site.
  • Attend the pre-construction conference, pre-work meetings including preparatory meetings, and periodic in-progress meetings.
  • Review the APP and AHAs for compliance with EM 385-1-1, and approve, sign, implement and enforce them.
  • Establish a Safety and Occupational Health (SOH) Deficiency Tracking System that lists and monitors outstanding deficiencies until resolution.
  • Ensure subcontractor compliance with safety and health requirements.
  • Maintain a list of hazardous chemicals on site and their material Safety Data Sheets (SDS).
  • Maintain a weekly list of high hazard activities involving energy, equipment, excavation, entry into confined space, and elevation, and be prepared to discuss details during QC Meetings.
  • Provide and keep a record of site safety orientation and indoctrination for Contractor employees, subcontractor employees, and site visitors.

Primary work will be supporting construction efforts on U.S. Government contracts at military installations and federal project sites. Safety managers typically work full-time in a variety of settings, including offices, facilities or construction sites. The work typically involves considerable travel and fieldwork, and the employee can be exposed to dangerous or stressful situations. The employee must use safety equipment to minimize the risk of illness or injury.

Employee must be able to work with minimal supervision, be flexible, cooperative and take initiative; work well under pressure, plan, be resourceful, and well organized; maintain an effective working relationship with co-workers and be polite and professional with the general public; maintain a professional approach towards work and a positive attitude and philosophy consistent with Company standards.

Travel Requirements

Education and/or Experience

  • Minimum of 5 years of experience in the construction safety and health industry (preferably heavy civil)
  • Five years of continuous construction industry safety experience in supervising/ managing general construction (managing safety programs or processes or conducting hazard analyses and developing controls), or
  • Five years of continuous general industry safety experience in supervising/ managing general industry (managing safety programs or processes or conducting hazard analyses and developing controls), or
  • Knowledgeable with the provisions of EM 385-1-1 "Corps of Engineers Safety and Occupational Health Requirements Manual, dated March 2024
  • Bilingual - English and Spanish (desired)

Certifications and training should include:

  • Must have the required training, experience, and qualifications in accordance with EM 385-1-1 Section 01.A.17, and all associated sub-paragraphs.
  • First Aid/CPR certification
  • Certified Safety Professional (desired)
  • USACE Construction Quality Management for Contractors (desired)

Qualifications and Requirements

  • First Aid and CPR Certified
  • Completed 40-Hour EM 385-1-1 Certified Site Safety & Health Course
  • Completed 30-Hour OSHA Construction Course
  • Have 5 or more years of hands-on experience as an SSHO
  • Must be able to effectively manage subordinate managers and professionals.
  • Proven skills to identify onsite construction hazards and recommend/implement elimination, mitigation or controls
  • Proven knowledge of construction equipment, methods, and processes and how to incorporate best safe practices in our daily activities
  • Ability to work under deadline pressure, handle stress and deliver professional results
  • Long hours and weekends may be required to meet deliverables
  • Strong oral and written communication and presentation skills, with the ability to communicate with others at all levels of the organization
  • Experience conducting safety training and the ability to connect with frontline employees
  • Ability to travel to company work sites, as needed
  • Computer skills including Microsoft Word, Excel, PowerPoint, and Outlook.
  • Must have authorization to work in the United States as defined by the Immigration Reform Act of 1986.

Physical Requirements

  • Must be able to lift up to 25 pounds.
  • Sit or stand throughout a regular workday.
  • Able to work on computer for long periods.

Safety

  • Meet OSHA training requirements specific to project work and ensure project team employees meet the requirements
  • Ensures adherence to all company safety rules and SOPs in area of responsibility
  • Rectifies unsafe actions and/or conditions immediately
  • Participates in maintaining safe work environment by sharing and participating in all safety related meetings, training, etc.
