Job summary

David Evans and Associates, Inc. (DEA) is seeking a Construction Services Manager in Portland, OR to serve as the owner's representative for field work conducted by contractors and specialty subcontractors.

The role focuses on monitoring conformance to plans and ensuring safety and quality in transportation projects. The ideal candidate brings 10+ years of civil construction experience, strong contract administration skills, and the ability to travel as needed.

Qualifications

  • Heavy construction experience with highways, bridges, or utilities.
  • Experience with administration of Federal-aid contracts.
  • 10+ years of construction experience on civil projects.
  • Clean driving record.
  • Available to work out of town when needed.

Responsibilities

  • Manage contractor conformance to plans and specifications.
  • Conduct contract administration functions.
  • Proactively identify issues in documents and activities and work to resolve those issues.
  • May act as the lead for other construction inspectors.
  • Interpret contract plans and specifications for roadway and bridge construction to ensure contract compliance.

  • Prepare construction schedules for design projects.
  • Perform constructability reviews at specific points during project design.
  • Assist in managing design projects in preparation for construction.

The Construction Engineering Services Practice is seeking a Construction Services Manager in Portland, OR.

As the Construction Services Manager, the duties will be to serve as the owner’s representative to monitor and oversee field work to be performed by contractors and specialty subcontractors for our clients.

What You’ll Do

What You Bring
Required Qualifications:
  • Heavy construction experience with Highways, Bridges, or Utilities
  • Experience with administration of Federal-aid contracts
  • 10+ years of construction experience working on civil construction projects
  • Clean driving record
  • Available to work out of town when needed
Preferred Qualifications
  • ODOT inspection experience and ODOT inspector certifications
  • ODOT contract administration and inspection experience is preferred
  • Experience with ProjectWise, AASHTOWare, MS Project, Primavera
  • Knowledge of ODOT Standard Specifications for Highway Construction
  • Large project experience preferred ($50M+)
  • Alternative deliver experience preferred (Design-Build, Progressive Design-Build, CM/GC, etc.)
