Job Title: Construction Safety Consultant

Location: San Jose, California

About the role

BSI Consulting Services is seeking an experienced Construction Safety Consultant to support a major capital and construction program in an Owner’s representative capacity.

This role will provide strategic EHS advisory, governance, coordination, and oversight across complex capital projects, helping establish consistent safety expectations, accountability, and performance across the Owner organization, project teams, Construction Managers, and General Contractors.

Rather than assuming responsibility for day-to-day field safety execution, the consultant will serve as a trusted Owner‑side EHS resource, providing the checks and balances necessary to evaluate program effectiveness, identify gaps, strengthen governance, and ensure organizational EHS expectations are effectively translated into the construction environment.

The ideal candidate brings experience supporting large-scale capital or construction programs, strong EHS governance capabilities, and the ability to influence diverse stakeholders while maintaining clear boundaries between Owner oversight and contractor safety responsibilities.

Key Responsibilities

• Provide strategic EHS advisory, governance, coordination, and oversight across major capital and construction projects.
• Serve as an Owner‑side EHS program resource, supporting project and program leadership in establishing and maintaining consistent safety expectations.
• Establish clear roles, responsibilities, and accountability between the Owner, internal EHS organizations, Construction Managers, and General Contractors through development and maintenance of a Safety Responsibility Matrix.
• Maintain appropriate separation between Owner-level oversight and contractor responsibilities, with General Contractors and Construction Managers retaining primary responsibility for daily field safety execution, construction means and methods, and Site‑Specific Safety Plans.
• Review existing corporate, enterprise, and project‑level EHS requirements to assess applicability to the capital program, identify gaps or conflicts, and document approved project‑specific interpretations or deviations.
• Translate and integrate existing organizational EHS standards into requirements and processes appropriate for large‑scale construction and capital project environments.
• Support the development and standardization of EHS governance processes, procedures, and tools that can be consistently applied across multiple projects and contractors.
• Develop and implement forward‑looking safety performance measures, including leading indicators, KPIs, dashboards, and other mechanisms for identifying emerging risks and monitoring program performance.
• Establish or enhance consistent incident reporting, escalation, investigation, and stop‑work protocols across projects while incorporating existing organizational requirements where applicable.
• Facilitate coordination among Owner representatives, EHS stakeholders, project teams, Construction Managers, General Contractors, and other key stakeholders to drive alignment and consistency in safety expectations.
• Identify opportunities to strengthen program‑level EHS governance and continuously improve safety processes, standards, and performance across the capital portfolio.

To be successful in this role, you will have

• Demonstrated experience providing EHS leadership, governance, or Owner‑side oversight for large‑scale capital projects or construction programs.
• Experience translating corporate or enterprise EHS standards into practical requirements for complex construction environments.
• Experience developing responsibility matrices, governance frameworks, performance metrics, leading indicators, KPIs, and executive‑level EHS dashboards.
• Demonstrated ability to evaluate existing EHS programs, identify gaps or inconsistencies, and develop practical recommendations without unnecessarily duplicating established processes.
• Experience developing or standardizing incident management, escalation, investigation, and stop‑work processes across multiple projects or contractors.
• Strong stakeholder management and facilitation skills, with the ability to influence project teams, Construction Managers, and General Contractors without assuming responsibility for contractor means, methods, or daily field safety management.
• Ability to operate effectively at both the strategic/program level and project interface level, translating program expectations into clear, actionable requirements.
• Strong written and verbal communication skills, including the ability to communicate effectively with project leadership and executive‑level stakeholders.
• Ability to work independently while coordinating across multiple projects, contractors, and organizational functions.
• Bachelor’s degree in EHS, Engineering, Sciences, Construction Management, or a related field, or equivalent relevant experience.
• Professional safety certification such as CSP, ASP, or equivalent is preferred.

Working Conditions

• Regular interaction with active capital and construction projects and project stakeholders.
• Periodic travel between project or construction sites as required.
• Exposure to active construction environments requiring appropriate personal protective equipment (PPE).
• Role requires the ability to work across both office/program‑level settings and active project environments.

The salary for this position can range from $102,000 - $127,000 annually; actual compensation is based on various factors, including but not limited to, the candidate’s competencies, level of experience, education, location, divisional budget and internal peer compensation comparisons.
