Overview
Construction Quality Assurance Manager (TCC) — San Antonio, TX. The Kenjya-Trusant Group, LLC (The KTG) is seeking a Construction Quality Assurance Manager to support a federal customer. Responsibilities include on-site program management, quality assurance management, quality control inspections and reporting, monitoring general contractor progress, and evaluating compliance of general contractors and subcontractors with construction plans.
Essential Job Functions
- Provide QA Management for Sensitive Compartmented Information Facility (SCIF) construction at Fort San Antonio to assist the U.S. Army Corps of Engineers (USACE) with complete construction for new facilities and facility maintenance projects.
- Ensure projects meet all contract requirements through reviews, inspections, and tests.
- Ensure Contractor Quality Control (CQC) is effective and compliant with contract quality standards.
- Assist new construction site teams with all security concerns.
- Participate in facility pricing surveys for construction projects and ensure security requirements and regulations are followed throughout construction/maintenance projects.
- Enforce safety regulations in compliance with EM385-1-1.
- Review monthly invoices and verify completed work with the USACE Project Manager.
- Ensure operation and maintenance warranty plans are submitted and followed at project occupancy or project completion.

Minimum Required Qualifications
- US Citizenship is required due to access to sensitive information.
- Bachelor's degree OR High School/Associate's Degree with certification.
- 10+ years of experience providing QA/QC support on multi-use buildings and related facilities.
- 10+ years of experience developing Construction Quality Control plans and monitoring prime/subcontractors and suppliers for compliance.
- Experience managing work schedules, costs, cash flow, safety programs, and quality control systems.
- Knowledge of building construction, building systems (electrical, HVAC, fire protection, communications), and utilities techniques.
- Ability to provide technical advice, guidance to the client, and independent construction cost estimates.
- Experience with Electronic management tools (Resident Management System, Building Information Systems) and related software.
- Technical writing and customer relationship management.
- Excellent communication skills with Government and Construction personnel.
- Understanding of construction plans and specifications.
- Required Security Clearance: TS/SCI w/ Poly.
Desired/Preferred Skills
- Construction Quality Management Certification
- Experience with Government (DoD, IC) projects is a plus.
Pay Range
The proposed salary range for this position is: $120,000–$170,000. Final salary is influenced by location, contract wage rates, experience, skills, certifications, and education.
