  • Strong communication skills and ability to manage multiple projects.

Responsibilities

  • Maintain day-to-day surveillance over field engineering activities for major construction projects.
  • Monitor and control construction to ensure compliance with plans, specs, and safety standards.
  • Review contractor schedules, assess progress data, and support pay estimates.
  • Prepare daily reports detailing instructions, quantities, weather, progress, and issues.
  • Provide guidance on safety and quality assurance and ensure regulatory compliance.
  • Travel between Del Rio and Laredo sector sites as required.

Construction Quality Assurance Analyst (Border Barrier)

Garud Technology Services, Inc. seeks an experienced Construction Quality Assurance Analyst (Border Barrier) to provide on‑site quality assurance support to a federal Program Management Office overseeing border barrier construction.

In this role, you will:

  • Maintain day‑to‑day surveillance over the full range of field engineering activities for major construction projects, with a preference for horizontal construction.
  • Monitor and control construction activities to ensure compliance with plans, specifications, contract documents, and applicable construction and safety standards.
  • Review contractor schedules for logic and adequacy, assess progress measurement data, and support preparation of pay estimates and related technical construction documentation.
  • Prepare daily activity reports documenting instructions to contractor representatives, quantities placed, weather conditions, construction progress, delays, and any unusual problems encountered.
  • Provide expertise and guidance concerning safety and quality assurance, ensuring adherence to safety regulations and environmental Best Management Practices.
  • Support project‑related outreach efforts, the construction oversight manager, and Government COR/Project Manager in execution of the work.
  • Analyze problems, interpret plans and specifications, and monitor the layout and inspection of work in progress to verify quality and conformance.

A successful Construction Quality Assurance Analyst will demonstrate strong problem‑solving skills, attention to detail, and the ability to manage multiple projects with independent schedules and budgets simultaneously.

Minimum Qualifications

  • 3 to 10 years of relevant construction experience and a bachelor’s degree.
  • Education substitutions:
    • 6 years of work experience may be substituted for a bachelor’s degree; or
    • An associate’s degree plus 4 years of work experience may be substituted for a bachelor’s degree.
  • At least 3 years of construction oversight experience, including surveillance, monitoring, and controlling construction of all types (horizontal construction preferred), to ensure compliance with contract documents and proper construction materials and techniques.
  • Experience reviewing construction technical data for progress reports, preparing data for processing pay estimates, and enforcing construction industry and safety standards.
  • Experience managing multiple projects with independent schedules and budgets simultaneously.
  • One or more of the following certifications highly preferred:
    • OSHA 30 Construction
    • Mobile Elevated Work Platform (MEWP)
    • Construction Quality Management (CQM)
    • EM 385‑1‑1QA‑QC
  • Proficiency in Microsoft Word, Excel, Outlook, PowerPoint, and SharePoint.
  • Proficiency with project management software (e.g., Procore, Autodesk).
  • Ability to communicate clearly with a variety of stakeholders and effectively solve problems; strong oral and written communication skills.
  • Demonstrated ability to function as a true team player and maintain a positive attitude in a dynamic environment.
  • Ability to travel between job sites within the Del Rio and Laredo Sectors, as requested.

Physical Requirements

Candidates should be able to:

  • Walk or climb to inspection points.
  • Maintain mobility and endurance and work in varied weather and terrain.
  • Work in hot, cold, or humid conditions.
  • Maintain focus and precision in inspection and testing tasks.
