Position Description
Currently, HGL has a position open for a Construction Quality Control Specialist 2 to support the St. Louis Formerly Utilized Sites Remedial Action Program (FUSRAP) project in St. Louis, Missouri, contracted with the U.S. Army Corps of Engineers (USACE). The Construction Quality Control Specialist 2 responsibilities include ensuring all technical specifications identified in work scopes and design plans are executed properly. The position will also require performing daily documentation of construction and remediation field activities.
Responsibilities/Duties
WHAT YOU'LL BE DOING
- Providing Quality Control oversight for Project activities at up to two different job site locations in the St. Louis, Missouri, area.
- Working closely within the Quality Control Department to ensure that daily operations follow site procedures, plans, and best management practices.
- Performing daily and periodic Quality Control inspections across all phases of remediation activities, including work processes, materials, equipment, supplies, and services, to ensure compliance with project plans, scopes of work, client contract, subcontracts, and other project directives.
- Collecting, reviewing for accuracy and completion, and combining deliverables from various Project Departments into a single Daily Quality Control Report package that fully documents the daily project activities.
- Working to implement the USACE Three Phase Inspection process, including holding Preparatory Inspection Meetings and performing Initial and Follow-up Inspections of Definable Features of Work.
- Interacting with USACE Representatives for Daily Inspections, answering questions and resolving any issues on the Project Site level.
- Communicating and working with the Project Team to identify and resolve deficiencies in work practices, material testing, documentation, and site processes.
- Providing input of Project-specific information into the USACE Resident Management System (RMS 3.0).
Required Skills
WHAT YOU NEED TO BE SUCCESSFUL
- 2-year Associate’s Degree in related field AND 5+ years’ experience in a construction- or quality-related field, including performing levels of observation and evaluation of activities.
- Demonstrable experience in technical writing, review, and editing.
- Strong work ethic with the desire and ability to pay close attention to details.
- Computer proficiency with Microsoft Suite applications including Word, Excel, and Outlook, as well as Adobe Acrobat.
- Ability to observe project activities to compare to project plans for accuracy and compliance.
- Ability to provide thorough and factual documentation of observations, inspections, and surveillances.
- High attention to detail when completing and reviewing quality-related documents.
- Ability to communicate effectively with Project Staff, Client Quality Assurance, Project Management, Construction Management, and Engineering.
- Demonstrated proficiency in reading and understanding construction work scopes, specifications, and drawings.
- Capable of reviewing multiple documents to identify discrepancies and ensure parity and accuracy across these documents.
- Ability to communicate effectively verbally, by email and other written means.
- Capability in maintaining organized and current documents and records.
- Ability to work in a fast-paced environment and manage multiple priorities at once.
- Demonstrated ability to work independently with minimal supervision.
- Ability to not only identify discrepancies between the work plan and the actual work, but also the ability to question and act to resolve these discrepancies with Project staff.
Preferred Skills
WHAT YOU NEED TO STAND OUT – Preferred, not required
- 4-year BS degree in Construction Management, Industrial Management, Environmental Science, Geology, Accounting, Business, or comparable degree AND 2+ years’ experience in an environmental remediation, construction,-or quality-related field performing levels of observation and evaluation of activities.
- Experience/familiarity with USACE RMS.
- Experience/familiarity implementing USACE Three-Phase Control System.
- Completion of OSHA 40-hour HAZWOPER training and USACE Construction Quality Management for Contractors (CQM) training.

The salary range for this position ranges from $63,600-$95,400. This position's final salary can be impacted by various factors including, but not limited to, contractual requirements, geographic location, job-related education, training, experience, and skills.
