Job Description:

The Quality Control Manager is responsible for planning, coordinating, and developing the project-specific Quality Assurance/Quality Control (QA/QC) Plan to ensure full compliance with contract documents. Manage, supervise, and implement the QA/QC Plan and staff.

DUTIES AND RESPONSIBILITIES:

1. Develop and implement the project-specific QA/QC Plan in coordination with the project team, owner/architect, and contract documents.
2. Assign qualified staff to execute the plan effectively.
3. Maintain collaborative relationships with owners, architects, consultants, subcontractors, and vendors to ensure plan compliance.
4. Lead and develop QA/QC staff, including performance appraisals.
5. Ensure adherence to ethics and compliance requirements.
6. Develop a thorough understanding of contract documents, plans, specifications, and codes.
7. Create and manage engineering procedures, document control, RFIs, samples, and change orders within budget.
8. Implement QA/QC in conjunction with the safety plan.
9. Coordinate QA/QC procedures with project execution stages and schedule.
10. Improve documentation, tracking, and compliance strategies continually.
11. Engage all project staff, subcontractors, vendors, and consultants in executing the QA/QC Plan.
12. Conduct testing, inspections, and analyze/report results, including third-party testing.
13. Expand the QA/QC plan as the project advances, improving procedures.
14. Manage removal/replacement of non-compliant materials/work and document corrective actions.
15. Apply additional QA/QC and Lean procedures to enhance project quality.
16. Oversee project close-out and quality reporting.

EDUCATION AND EXPERIENCE:

• Bachelor's degree in Engineering or Construction Management is a plus.
• Minimum 10 years' experience in a similar role.
• PE Credentialing is advantageous.
• Experience with USACE, NAVFAC, GSA projects is beneficial.
• Familiarity with federal contracts and software such as RMS, eCMS, Maximo preferred.
• Ability to learn project management software like Autodesk Construction Cloud and Procore.
• Experience managing large data programs.
• Knowledge of industry standards (ACI, ASTM, NEC, AWS, ASME, NFP).
• Experience with Design Build Projects is a plus.
• Proficiency with Microsoft Office tools.
• Strong analytical, organizational, and interpersonal skills.
• Ability to write reports and procedures.
• Organizational skills to plan, prioritize, and work in teams.
